Description
This publication serves as a notice of intent to negotiate a sole source contract with Pacific States Marine Fisheries Commission. The National Oceanic and Atmospheric, National Marine Fisheries Service, Southwest Fisheries Science Center has the need to provide staff to carry out Klamath Coho Salmon Monitoring as follows: Naturally spawning coho salmon in the Klamath-Trinity Basin have experienced drastic reductions to 1,497 fish in the 2007-2008 year from estimates of 15,400 fish in 1965. Coho salmon were thought to be much more abundant prior to 1965 before large hydropower projects were constructed and are currently listed as Threatened under the Endangered Species Act (ESA). The situation is further complicated by the introduction of large numbers of hatchery coho salmon from two large hatchery programs at Iron Gate Hatchery on the Klamath River and Trinity River Hatchery. Monitoring efforts in the Klamath-Trinity Basin have been historically focused on the commercially important fall-run Chinook salmon rather than ESA listed coho salmon. While the biology of coho salmon is known from studies on other rivers, there are no studies of coho salmon specific to the Klamath-Trinity Basin and there are no overall monitoring efforts. Reports by the National Research Council's Committee on Endangered and Threatened Fishes in the Klamath River Basin, Endangered and Threatened Fishes in the Klamath River Basin, National Marine Fisheries Service's Updated status of Federally listed ESUs of West Coast salmon and steelhead and Magnuson Act Klamath River Coho Recovery Plan, all identify coho salmon population monitoring as the top requirement to fill the lack of information to support quantitative assessments of coho salmon population strength, trends and distribution. Such Klamath-specific quantitative assessments would provide resource managers with reliable scientific information to evaluate: (1) the status of coho salmon under the ESA; (2) the potential impacts of land and water use, hatchery, and harvest practices, on the long-term survival and recovery of coho salmon; (3) high priority coho salmon recovery actions; and (4) Klamath coho salmon's progress toward recovery. This monitoring is especially timely since passage around Iron Gate Dam has been mandated and dam removal is being considered. Conduct adult coho salmon (Oncorhynchus kisutch) surveys in the Klamath-Trinity Basin. Currently, Chinook salmon surveys are conducted on the Salmon River, Scott River, Shasta River, Bogus Creek, Mid and Upper Klamath River, Lower and Upper Trinity River, and Trinity River tributary streams. In each of the nine basin units, these Chinook salmon live fish or redd surveys are conducted in October and November. However, these survey efforts end too early in the winter to be useful for coho salmon. This project will extend the existing Chinook salmon surveys for a longer sampling period to be used to provide coho salmon estimates. These surveys are wide spread and adding new areas are not currently envisioned. In addition, a data technician will be needed to construct the spatially explicit sampling frame. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately September 1, 2008 and includes one option period. The NAICS code for this procurement is 541712 with a corresponding size standard of 500 employees. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Pacific States Marine Fisheries Commission can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above in duplicate no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required.
