- 1.1 GENERAL INTENTIONA.Contractor shall design and construct new building as required by drawings and specifications. B.Visits to the site by Bidders may be made only by appointment with the Contracting Officer C. D.Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the Project Manager in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three work days unless otherwise designated by the Project Manager. E.All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. F.Prior to commencing work, general contractor shall provide proof that a OSHA certified "competent person" (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. G.Training: 1.All employees of general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and /or other relevant competency training, as determined by VA CP with input from the ICRA team. 2.Submit training records of all such employees for approval before the start of work. SCOPE OF WORK (SOW) Work includes the design and construction for a new building in accordance with the design drawings and specifications. The project consists of a new 25,000 square foot warehouse and office building on the VA Menlo Park campus. The structure is comprised of reinforced concrete foundations, slab on grade, structural steel columns, beams, and crossbraces, and suspended metal deck with lightweight concrete slab. Exterior cladding includes steal stud wall framing with sheathing and insulation, aluminum framed glazing, masonry veneer, acrylic plaster. Painted gypsum board on the interior face of exterior walls is also included. Exterior doors, fascia, sunscreens, and soffits are also included. Roofing includes built-up roofing system, flashing, caulking, sheet metal column enclosure, walk pads, and access hatch and ladder. Interior partitions include metal stud framed partitions with painted gypsum board surfacing, underlayment and batt insulation. Operation partition, glazing, and interior doors are also included. Floor finishes include, carpet, rubber flooring, sealed concrete, seamless epoxy, sheet vinyl, and ceramic tiles. Ceiling finishes include suspended ACT, vinyl ACT, painted gypsum board, and gypsum board bulkhead. Wall finishes include ceramic tile and epoxy paint. Function equipment and specialties include toilet partitions and accessories, fixed casework and shelving, lab benches and sinks, signage, projection screens, window shading, markerboards and tackboards, and fire extinguishers and cabinets. Plumbing includes sanitary and institutional fixtures, floor drains, hose bibs, waste, vent and domestic cold and hot water pipe work, HVAC equipment condensate drainage, water heating equipment, laboratory service equipment and distribution pipe work, including air, vacuum, hot and cold water, lab waste and vent, gas and roof drainage. Heating, Ventilating, & Air Conditioning includes boiler, air-cooled chiller, expansion tank, air separator, heater hot water and chilled water pumps, pipe work distribution including heater hot water and chilled water, air handling unit, terminal boxes and split system AC units. Air distribution and return, including laboratory exhaust ventilation, building management, general ventilation and relocation of existing air cooled chiller. Electrical work includes service and distribution, machine and equipment connections, user convenience power, lighting, light and power specialties, telephone-data and communications including fire alarm system, security access and alarm rough-ins only, trade demolition, and testing. Fire protection includes a complete automatic wet sprinkler system. Sitework includes concrete leading dock, site storm drainage, vehicular and pedestrian paving, landscaping, and miscellaneous accessories. Site utilities include domestic and fire water, sewer and natural gas, power feeder duct bank, and telecom ductbanks. SPD: The SPD space shall be constructed in accordance with the latest VA Handbook 7176. Work shall include, but is not limited to, the following: The SPD space shall have a drop ceiling and a welded seamless floor. Temperature shall be centrally monitored and be set between 65 and 72 degrees F. Humidity shall be maintained between 35% and 75%. The space shall have 10 air exchanges per hour in the SPD area.
