Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA on a sole source basis with the BirdFish Laboratory at the University of Washington. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide expert technical assistance to conduct seabird identification training for the Northwest Fisheries Science Center's observer programs and serve as a technical source of expert seabird identification throughout the year on as needed basis. The following tasks will be performed to support the experiment: 1.) conduct seabird identification training for NWFSC's observer programs; 2.) serve as a technical source of expert seabird identification throughout the year on as needed basis. The BirdFish Laboratory at the University of Washington was identified by program office as the only source that can complete the work on this project. The BirdFish Laboratory at the University of Washington has a lengthy, documented history in unparalleled seabird training for observers. The BirdFish Laboratory at the University of Washington has provided expert training consistently to Northwest Fisheries Science Center observers for the past number of years. The Lab is headed by Julia Parrish who was recognized in the publication of Beached Birds: A COASST Field Guide, as a leading expert in the identification of hard to identify dead, water soaked seabirds. Combining her familiarity with observer duties, limitations ad goals with her expertise in seabird carcass identification this lab is the only known local entity that can reliably and consistently provide high quality observer seabird training. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to December 31, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
