- The United States Geological Survey (USGS) has been involved with aquifer monitoring at the Idaho National Laboratory (INL) since the early 1950s. Hundreds of monitoring wells have been drilled on and around the INL to examine the fate and transport of contaminants and to characterize the regional aquifer system. In collaboration with the INL, the USGS has started a new phase in aquifer monitoring that includes the use of deep (up to 1,400 feet) vertical monitoring systems that allow for the collection of pressure, temperature, and water quality data at specific depths within a single borehole. Using a series of inflatable packers to seal the open-borehole, data can be collected and analyzed that will add 3-dimensional control for ongoing numerical modeling. Results will be used to verify where contaminants are moving as they disperse through the aquifer. Open boreholes do not allow for measurement of vertical variation in pressure, temperature, or water quality. Mixing of water chemistry and pressure occurs inside of open boreholes and can change or dilute the pressure or water chemistry. To better characterize the shallow, intermediate, and deep aquifer system of the eastern Snake River Plain, a vertical monitoring system is needed that meets borehole diameter limitations (3.5 to 4.8 inch) and that can monitor at depths 1,400 feet or greater where the water table can exceed 600 feet. To meet this need, the USGS intends to award a non-competitive purchase order to Schlumberger Water Services USA for additional components that will be used with our existing Westbay MP55 system network. These additional components include (82 each) MP55 Casting 1 (3M/10F), (80 each) MP55 Regular Coupling, (25 each) MP55 Measurement Ports, (1 each) MP55 End Plug, (19 each) MP55 Packer - 100mm, plastic mandrel, and (1 each) Well Head Completion Kit of MP55. This solicitation will be issued on a noncompetitive basis in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures of FAR Part 12, entitled "Acquisition of Commercial Items." The USGS has an existing inventory of Westbay components and has already invested significant dollars in training and ancillary support for that equipment. Further, the USGS is not aware of any other manufacturer currently making equipment that is capable of meeting our need at the required depth and in the small-diameter borehole that we are using. In accordance with FAR 5.207(c)(13), all responsible sources may submit a capability statement, or quotation, which shall be considered by the agency, to the Contract Specialist no later than the closing date of this announcement. All responses must be in writing by email to the Contract Specialist at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-26, effective 12 June 2008.
