Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information include in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation Number CNS0805060008. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-25 effective April 22, 2008. Only written requests from the requester are acceptable. This procurement is a 100% Small Business Set-Aside. The NAICS code for this procurement is 722320 with a size standard of $6.5 million. Quotes are due no later than 11:00am EST on July 16, 2008. All responses to questions will be posted via amendment to this combined synopsis/solicitation on FEDBIZOPPS. These services are to be provided at AmeriCorps NCCC North Central Campus, 3427 Laurel Street, McClellan, CA 85652. The Period of Performance is July 26, 2008 through July 31, 2008. **Vendor must be located in the Sacramento area to be considered for award.** The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced in the Contract Documents, Exhibits, and Attachments section of this commercial item solicitation. The above quantities are estimated; payment will be made for actual quantities supplied to the Government. Contractor shall provide a breakdown of the cost for each meal, i.e., breakfast, lunch, and dinner. The following Clauses and Provisions apply to this acquisition: 52.212-1, Instructions to Offerors and addendum: Offeror must comply with all instructions contained in provision 52.212-1. To be technically acceptable, the proposed item shall meet the Government’s requirements. In the technical proposal, Offeror shall provide a complete description of the food/beverage service proposed including sample menus and break service items proposed (These menus shall resemble/correspond to the Menu of Possible Requested Items listed below. Past performance will be evaluated based on (a) customer satisfaction, (b) timeliness and (c) Compliance with delivery and or performance information to include persons and contact information on their last two contracts for same or similar requirements. This information will be checked to validate reliability and dependability. Cost price will be evaluated to determine its fairness, completeness and reasonableness as it relates to the items offered. Offeror must be registered in the Business Partners Networks Central Contractor Registration database to be considered. You can register at the CCR website: http://www.bpn.gov. The following clauses and provisions apply to this requirement: 52.252-2, Clauses incorporated by reference. This contract will incorporate one or more clauses by reference with the same force and effect as if they were given in full text. Full text of a clause may be accessed electronically at the following address: http://www.arnet.gov 52.212-2, Evaluation of Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest cost technically acceptable. Acceptability is defined as the offeror’s ability to meet or exceed the requirements of this solicitation. Past Performance is not intended to be the product of a mathematical analysis nor will it be utilized as an evaluation factor, but the information gathered will be used to assist in determining the relative capability of the offeror to meet the project specifications. The offeror must be able to: (1) meet all the requirements of the solicitation and (2) must comply with the terms and conditions of the solicitation. The Government will evaluate the Offeror’s proposed price to determine that the prices are fair and reasonable. During this time kitchens at the campus will be closed because teams are busy with an intense close out week which includes team debriefs, cleaning, packing, corps meetings, and graduation. During this timeframe onsite and offsite services will be needed. -On July 26, 2008 The Corps will require Boxed Lunches for 443 individuals -On July 28, 2008, the Corps will require Breakfast, Lunch and Dinner for 443 individuals per meal -On July 29, 2008, the Corps will require Breakfast, Lunch and Dinner for 443 individuals per meal -On July 30, 2008, the Corps will require Breakfast and Lunch for 443 individuals per meal -On July 31, 2008 the Corps will require Breakfast for 200 individuals and Boxed Lunches for 100 individuals. Approximately 33% (157 Members) members are vegetarian. Count subject to change per service. -Feed a maximum of 475 people and smaller numbers at various times throughout the period of performance. -Catering services includes set-up, breakdown, and clean-up of catering area. -Meals to be served buffet style. -A server will remain on-site during mealtime. -Server will monitor and maintain a clean food area, maintain foods at safe temperatures, and replenish food items as necessary. -Special occasion events may require set up for outdoor catering including grill/barbeque style buffet and all necessary equipment for outdoor cookouts. -Leftovers to be packaged in storage containers provided by requestor. AmeriCorps NCCC requirements: -Notify vendor of any changes in meal count or special requirements 72 hours in advance -Residential Manager will coordinate specifications and event requirements with vendor/contractor. -Will provide banquet tables to support serving line area, dining tables, and chairs. -Upon completion of catering, invoices to be submitted to accounting office per Invoice submittal instructions and a copy sent to Lorraine Frias. -Provide storage containers for leftover food. -Will dispose of unwanted food items. Work Service Guarantee -Food needs to adhere to safety and health code requirements. Delivery Requirements: -Most events and catering services will be take place at McClellan Business Park, 5446 Skvarla Street, McClellan, CA 95652 (Building 943). Services for off-campus events will be instructed by Residential Manager. See Service Description for anticipated delivery dates. Off Campus and On Campus specifications are noted in the Service Description. On-Campus feeding indicates that members will be fed at 5446 Skvarla Street, McClellan, CA 95652 (Building 943). Off-Campus feeding indicates that the location will more thank likely be off-campus within a 20 mile radius at a location to be determined. This location shall be given to the contractor no later than 72 hours before the services are to be rendered. Quotation Submittal instructions: Any offer that does not meet the solicitation requirements will be rejected as non-responsive. All quotations shall be submitted in writing to the attention of Brandon Lorthridge and signed by a person authorized to negotiate on behalf of the offeror.
