Description
Provide all labor, materials, tools, equipment, and supervision required to perform replacement/repair a total of 6 valves on the high pressure steam inlet manifold at the VA Medical Center, 800 Irving Ave., Syracuse, New York 13210. It is expected that the incumbent contractor will provide a proposal that includes all work and combines work where feasible to provide the best value to the government and most expeditious completion of the project in its entirety. Contractors proposal will identify and clearly explain their processes should they propose a phasing other than described below. All work shall be accomplished in strict accordance with the latest applicable versions of NFPA, Life Safety Code, NEC, JACHO, OSHA, ANSI, ASHREA, as well as all applicable state and local codes. Work includes, but is not limited to: The contractor will remove (in phase - only one valve may be out of operation at any one time) two steam high pressure reducing valves (Fisher Valve) and actuator control systems, their isolation gate valves and their bypass valves, along with the strainer and silencer assemblies. B.) Blind both open ends of the main steam line and cap off any and all open steam and control air system ports resulting from the removals process. The contractor will refurbish the steam high pressure reducing valves (Fisher Valve) and their complete pneumatic control systems to a "like new condition" and bench/hydro test as necessary. Replace with new their 2 (two) associated isolation gate valves and replace with new their associated bypass valves. Clean and inspect, or replace if necessary, the strainer insert assemblies and inspect the silencer assemblies. Setup for the removals/reinstallation process may occur at any time before the scheduled steam shutdowns. This procurement is set aside for Small Businesses. The NAICS Code for this project is 238220, with a small business size standard of $13.0 million. A site visit will be conducted on Monday, July 14, 2008 at 10:00am.
