Description
THE RESPONSE DATE IS AMENDED TO 9/30/2008. Description: The US Army Armament Research Development and Engineering Center, Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, has a need for the development of a production capable metal to ceramic seal brazing process that effectively seals xenon gas inside a sapphire flash lamp tube having metal electrodes. The selected Offeror will be required to develop and demonstrate their process used for sealing a sapphire flash lamp tube through optimization of weld materials and/or brazing techniques. The selected Offeror will be required to produce xenon filled sealed prototype sapphire tubes, using their developed sealing process and will be required to demonstrate the durability and reliability of the seal by conducting leakage testing. The seal must be able to tolerate, and be free of leaks, after being soaked at extreme ambient temperatures (-51 F and +230 F), exposed to the flash lamp high temperature operational environment and exposed to gun shock and vibration loading (~800 Gs axial direction, ~250 Gs lateral direction). The selected Offeror will be required to deliver successful laboratory leak tested prototypes to the Government for Government planned testing and evaluation. The selected Offeror will be required to evaluate and analyze the results from the Government planned testing and provide and demonstrate corrective actions/process improvements performed, as necessary. The selected Offeror shall be responsible for supplying all test hardware, equipment, and instrumentation necessary for verifying and validating the brazing process, other than the Government planned testing referenced above. Interested Offerors shall be required to have extensive expertise and/or significant knowledge in the fieldof flash lamps used for laser applications, extensive expertise and experiencewith sapphire and ceramic to metal ceiling/brazing processes, extensiveexpertise and experience with the ability to develop test procedures andconducting laboratory verification/validation testing, and extensive expertiseand experience in performing analysis relevant to the ceramic to metalsealing//brazing processes developed. A summary of personal skills levels,equipment and facilities to include technical knowledge, experience, and areasof expertise relevant/necessary for conducting this effort shall be includedin the interested Offerors response. Interested Offerors shall also provide adescription of test procedures, modeling and simulation and analysis that theycan perform in-house that demonstrates that they have a good understanding ofthe type of testing they will need to perform to verify structural integrityof the metal to ceramic seal, considering exposure to extreme environments(temp, S&V, etc.), and its ability to prevent leaking of the xenon filled gas.Above information shall be provided in the Offerors response at no cost tothe Government. All information is to be submitted at no cost or obligation tothe Government; information provided will not be returned. Responses should belimited to no more than twenty (20) pages. All responsible, interestedOffertors are encouraged to submit their capabilities / qualification data andany pertinent information via email, or electronically, No LATER THAN 30September 2008.
