Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Fish Biology & Stock Assessment Division located in Honolulu, Hi on a sole source basis with National Sun Yat-Sen University. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct size-at-catch research in support of North Pacific Ocean mahi mahi (Coryphaena hippurus) and opah (Lampris regius) stock assessments. Specific tasks include the collection of size data on mahi mahi and opah caught by Taiwan fishing fleets that land their catch at the fishing port of Tungkang. Size structure comparisons between different international fisheries will also be conducted to assess the geographic distributions of mahi mahi and opah in the North Pacific Ocean, and the feasibility of data substitution between fleets. Proposed contractor SHALL perform the following tasks: 1. Collaborative Size-at-Catch and Spatial Structure Analyses This is a collaborative project between scientists from NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC), National Research Institute for Far Seas Fisheries (NRIFSF), and National Sun Yat-Sen University (NSYSU). The goal of this project is to collect size-at-catch data to support North Pacific Ocean mahi mahi and opah stock assessments. In the U.S., the Magnuson-Stevens Act calls for the establishment of annual catch limits for all species listed as Management Unit Species in existing Fishery Management Plans by 2010. This research will facilitate that goal. The contractor will conduct size-at-catch sampling of mahi mahi and opah landed at Tungkang, a major fishing port for these species in Taiwan. To the extent possible, historical size-at-catch data sets from other Taiwanese fishing ports will be collected, and, along with contemporary port sampling data, assembled into a user-friendly accessible database. Mahi mahi and opah size-at-catch data from the Taiwanese, Japanese, and Hawaiian fishing fleets will be combined to assess the geographic distributions of the species, and the feasibility of data substitution between fleets (when data from one fleet is missing, can data from another fleet be substituted for it). To the extent possible, gear- and fisheries-specific estimates of relative abundance will be computed for both species and comparative analyses conducted. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends May 31, 2009 plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
