- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Fish Biology & Stock Assessment Division located in Honolulu, Hi on a sole source basis with National Taiwan University Institute of Oceanography. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct life history and fisheries research in support of North Pacific billfish stock assessments. The research is organized into two collaborative research projects that initially target blue marlin, striped marlin, sailfish and wahoo. Project 1 will focus on the estimation of life history parameters. Project 2 will be a comparative study between fleets harvesting blue marlin in the Pacific Ocean. Proposed contractor SHALL perform the following tasks: 1. Collaborative Life History Parameter Estimation- The contractor will analyze biological samples and estimate life history parameters, including age and growth and age-at-maturity. Data will include striped marlin, sailfish and wahoo samples from Taiwan's port sampling and at-sea observer programs. To the extent possible, data will also include samples from the Hawaii longline observer program and Japanese research and training vessels. 2. Collaborative Pacific Blue Marlin Size and CPUE Fleet Comparisons - The goal is to conduct fleet specific comparative studies on blue marlin size-at-catch data and relative abundance estimates in support of a Pacific blue marlin stock assessment. This research will be presented at the 9th meeting of the Interim Scientific Committee (ISC) tentatively scheduled for July 2009. The assessment will be completed in 2010. The contractor will assist with the compilation of all available catch, effort and size-at-catch data. Datasets will include (1) Japanese longline data from logbooks, (2) length frequency data from Japanese research and training vessels, (3) Hawaii longline data from logbooks and associated length frequency data, (4) Taiwan longline data from logbooks and associated length frequency data, and (5) other longline fleets as necessary. The contractor will conduct comparative analyses to determine fleet specific differences and assess the feasibility of substitution of data between fleets. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends May 31, 2009 plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
