- NASA/NSSC has a requirement for a course entitled VxWorks 653 Platform forApplication Developers. The objective of the training is for employees at MarshallSpace Flight Center to learn how to develop, run, and manage VxWorks 653 applicationsoftware faster, better at lower cost and more reliably. The course shall provideengineers with a fast, cost-effective way to acquire the knowledge necessary to developsafety-critical applications with the Wind River VxWorks 653 Platform. The vendor shallbe responsible for providing all training materials to include software and any trainingbooks or workbooks necessary. The vendor shall conduct a four day session to coverVxWorks 653 Platform for Application Developers. Training shall be held at NASAsMarshall Space Flight Center on July 28-31, 2008.NASA/NSSC intends to purchase the training course from Wind River Systems, Inc., 500 WindRiver Way, Alameda, CA 94501. Pursuant to FAR 13.106, the acquisition of these serviceshas been determined to be reasonably available from only one source. Competition isimpractical for the following reasons: 1)The vendor developed the VxWorks software tooland is able to provide proprietary information and training available only throughinstructors approved by Wind River 2) The vendor is the only certified provider foronsite training on the VxWorks software tool.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 23, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Hope Latiolais atHope.L.Latiolais@nasa.gov.An Ombudsman has been appointed.
