Description
The Naval Sea Systems Command (NAVSEA) intends to issue an unrestricted competitive solicitation (N00024-08-R-2270) for Systems Design Part 1 (SD1) of the Mobile Landing Platform (MLP) Program, with an option for Systems Design Part 2 (SD2) by late July-early August 2008. NAVSEA plans to conduct the acquisition of the MLP as a two-phased procurement. Both SD1 and SD2 are included in Phase I for the MLP, and are planned to be procured on a Fixed Price Incentive (FPI) basis. Phase II will be for the Detail Design and Construction (DD&C) of the MLP. NAVSEA intends to award multiple Fixed Price Incentive (FPI) contracts for SD1. At the completion of SD1, NAVSEA may exercise one or more of the FPI contract options for SD2. The solicitation, when released, will include information regarding Phase II of the program. The solicitation will include a Performance Specification. The planned date of Phase I contract award(s) is the 1st Quarter FY09, with the first Ship delivery planned for FY 2015. The MLP, based on a Float On Float Off (FLO-FLO) design, shall be developed primarily to provide a surface interface between other ships and connectors within a seabase. The MLP mission requirements/major functions are as follows: Project a Marine combat unit and its equipment via LCACs or EFVs Transport six LCACs. Accommodate Marine combat unit of 728 personnel. Interface with MPF(F) LMSR, JHSV and other displacement type surface assault crafts to facilitate equipment, cargo and personnel transfer in sea base. The MLP supports the critical mission requirement to launch and recover surface assault craft loaded with vehicles, cargo and combat personnel by providing two LCAC stowage lanes (two craft interface points), RO/RO cargo holds of sufficient size to accommodate one-third of the Marine Expeditionary Brigade (MEB) Surface Battalion Landing Team(BLT) vehicles and accommodations for the combat troops being transferred ashore on the assault craft. The MLP will be a U.S. flagged new construction ship classed in accordance with American Bureau of Shipping (ABS) Steel Vessel Rules (SVR) standards and designed and built in conformance with Safety of Life at Sea (SOLAS) requirements, unique military features and other commercial and regulatory body rules and regulations as applicable. Two MLP Industry Days were held: March 14, 2008 and May 20-22, 2008. Industry Day presentations, the preliminary draft MLP Performance Specification, and questions and answers to Industry Days can be found at http://peoships.crane.navy.mil/mlpindustryday/. The North American Industry Classification System (NAICS) Code for the MLP procurement will be 336611 (Ship Building and Repair). All responsible sources may submit a proposal for consideration.
