- Description
- The General Services Administration (GSA) has a requirement for the selection of a quality contractor to perform the Parking Garage Renovation Project at the Poff Federal Building, 210 Franklin Road SW, Roanoke, VA 24011. The project is to be awarded as a firm fixed price contract. The work includes, but is not limited to: Provide all management, supervision, labor, materials and equipment necessary to repair and renovate the Parking Garage at the Poff Federal Building in Roanoke, VA. The work includes the removal and replacement of the existing caulking and expansion joints, replacement of the existing concrete walkways with an option to install new awnings, replacement of the exterior concrete stair and provide a canopy, replacement of existing aluminum storefront system and replacement of the exterior concrete plaster soffits with vented aluminum soffit system. The work also includes repair of the interior garage walls and ceilings. The period for performance for this project is three hundred (300) calendar days. The total evaluated estimated cost of construction is between $300,000 to $550,000. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Lowest Priced Technically Acceptable (LPTA) Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. The NAICS for this procurement is code 236220. The resultant contract will be a firm fixed price contract. Award may be made without discussions. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection process. As defined in FAR 15.101-2 (a) the lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factors as the requirement for acceptability: 1. Past Performance, and 2. Management and Key Personnel Qualifications. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the Poff Federal Building at a date to be determined.
