- Description
- The National Oceanic and Atmospheric Administration, National Environmental Satellite, Data and Information Systems (NESDIS) Office of Satellite Operations has a requirement to develop a ground station that tracks Global Navigation Satellite System (GNSS) satellites and receives and processes 406 MHz beacon messages will be developed. The contract is anticipated to be for a base year of twelve (19) months plus four (4) one-year option periods. The first step in that development will be the construction of a transitional (from research to operations) ground station. This ground station is referred to as the National Oceanic and Atmospheric Administration's (NOAA) Medium-Earth Orbiter Local User Terminal (MEOLUT), and will be used to evaluate and develop the required elements of an operational MEO-based system. The NOAA MEOLUT must be capable of being used to develop methods for locating interfering signals operating in the 406.0 to 406.1 MHz band. The NOAA MEOLUT will initially work in conjunction with the proof-of-concept DASS LUT located at National Aeronautics and Space Administration's (NASA) Goddard Space Flight Center, and will later become part the operational NOAA Search and Rescue Satellite-Aided Tracking (Sarsat) system. The NOAA MEOLUT will provide reception and processing of 406 MHz beacon and interferer signals and forward associated messages to the United States Mission Control Center (USMCC). The purpose of the MEO system is to provide distress alert and location data for search and rescue (SAR) in near real-time, using spacecraft and ground facilities to detect and locate the signals of 406 MHz distress beacons. The Contractor shall provide and support the design, installation, operation and maintenance of the Medium -Earth Orbiter Local User Terminal (MEOLUT) over the life of the contract. The NAICS Code is 517210. This requirement will be competed using full and open competition procedures pursuant to FAR Part 6.1. The anticipated date of release for this solicitation is July 14, 2008.
