The success of the Industry Day depends, in part, on the Governments lead-time to consider prospective offerors questions and answers. To the extent possible at the actual Industry Day, the Government will record and transcribe questions and answers. The Government intends to make this information available, as time permits, at a future date. The Government will notify attendees in the event of any time or date changes. Background As part of the lead acquisition process, the U.S. Military Entrance Processing Command (USMEPCOM) processes applicants for the Armed Forces of the United States to establish the health and fitness of the individuals. The National Guard currently uses USMEPCOM (www.mepcom.army.mil) run facilities known as Military Entrance Processing Stations (MEPS) for physical evaluation of 70,000 Army National Guard applicants annually and approximately 342,000 physical examinations annually for all services. At these MEPS, new recruits receive physical examinations including age and gender appropriate lab work per Army Regulation 40-501 and DODI 6130.4. There are 65 MEPS located throughout the continental United States, Alaska, Hawaii, and Puerto Rico. Eight states have no MEP stations, and in other locations, the MEP stations are not close enough to prevent, new recruits from traveling long distances. Long travel distances and other inconveniences delay or even prevent applicants from obtaining timely accession physicals. This inefficiency accounts for numerous lost person-hours and financial costs to the Government. National Guard Bureau (NGB) seeks to mitigate this situation by providing an option to obtain an accession physical examination outside of MEPS in the local community where the applicant resides. Physical Examinations typically consist of the following or additional activities. Height and weight measurements Hearing and vision examinations Urine and blood tests Drug and alcohol tests Muscle group and joint maneuvers Complete physical examination and interview Specialized test if required Pregnancy test for women Tattoos and scar documentation Consults Diagnoses and International Classification of Diseases 10 (ICD-10) Scope As part of the lead acquisition process, the ARNG requires a geographically dispersed nationwide Health Care Provider (HCP) services network (HCPNet) for Army National Guard accession and other types of physical evaluations enabling ARNG customers to obtain services in close proximity of their local, hometown community. The ARNG HCPNet customers are potential soldiers, active and Guard soldiers, and Special Forces candidates. In addition to accession physical examinations, the National Guard Bureau requires periodic physical examinations for active and Guard soldiers medical specialty consultations, and Special Forces physical examinations. In addition at a future date, and at the Governments discretion, the Government may permit other military services to participate in the HCPNet program. Should such a need arise; the Government will issue separate task orders, which will establish the requirements and regulations unique to the services involved. The current system requires accession physicals be performed at MEP stations. To enhance the functionality of the current system, the ARNG goal is for the HCPNet program to provide customers physicals and testing services within a 50 miles radius of where they reside throughout the 50 states, District of Columbia, possibly three US territories. Maximum flexibility in location and availability of customer appointment scheduling times are extremely important to the success of the award. It is also important that the HCPNet contractor provide adequate geographical coverage of the 50 states, District of Columbia, possibly three US territories. Components of the Recruiting and Retention Contract Physician Program The Army National Guard Recruiting and Retention Contract Physician Program has three components. The first component is the Health Care Provider Network, which is the objective of this solicitation. This component schedules and provides physicals to National Guard customers for the 50 states, District of Columbia, possibly three US territories. The other two are the Compliant IT Infrastructure Component and the 1800GoGuard Component. The compliant IT Infrastructure (ITI) is the repository for program medical and other data from all HCPNet contractors; it also includes a recruits pre-screening and medical history data from the 1800GoGuard website. It supports for the National Guard Medical Review Board qualification decisions. The 1800GoGuard recruiting website component (www.1800GoGuard.com) is the National Guards new technology face to potential recruits and their influencers and it emerging as an effective platform for recruiting activities and promoting relationships between potential recruits and recruiters. The 1800GoGuard website assists recruits prepare prescreening data, and in the future, schedule appointments with HCPNet providers. Implementation Concept The Government intends to have an HCPNet Pilot proof of concept demonstration task, involving all contract awardees, immediately following contract award. After a successful proof of concept, the Government intends to issue individual awardees a Phase I task order to prove they can meet HCPNet requirement by demonstrating HCPNet capabilities as defined in this PWS. The Government intends issue Phase II task order to offerors successfully completing Phase I. Phase II is the full implementation of the geographical distributed network of HCPs to schedule appointments, to perform required physicals, and to capture and transmitted required medical and other data. Initially, at the discretion of the Government, the Government will issue Pilot task orders to one or more selected awardees, who are the pathfinders. The other awardees are the collaborators. The objective for pathfinders is to demonstrate proof of concept for the required HCPNet operational capabilities. All awards have potentially two phases, each implemented by task order. A task order for Phase 1 requires Offerors to demonstrate HCPNet required capabilities in a limited geographic area. A task order for Phase 2 requires Offerors to provide a geographically dispersed network of HCP services to all or part of the 50 states, District of Columbia, possibly three US territories. The government intends to issue a Phase 1 task order to all awardees that actively participate in the Pilot effort, although not at the same time. The government intends to issue a Phase 2 task order only to Offerors who successfully complete Phase 1. With the exception of the Pilot effort, the Government does not intend to issue task orders to all Offerors at the same time. Rather, the Government reserves the right to issue task orders in a time sequential manner to be determined at the Governments discretion consistent with the Government IT infrastructure capabilities, customer demand, Government program office operations, and desired geographical services coverage. Task orders are subject to conditions described above as well as geographical coverage or other customer needs. Contract Type This acquisition will be a multiple award Indefinite Delivery / Indefinite Quantity (IDIQ) contract. Place of Performance The offeror shall provide HCPNet services to all or part of the 50 states, District of Columbia, possibly three US territories. Period of Performance The Base Contract will run for twelve months from award date with four option years. The Government will issue Pilot Proof of Concept Demonstration Task orders upon contract award in the base year. The duration of the Pilot tasks is dependent upon offerors proposals. The Government intends to issue Phase I task orders following successful completion of the demonstration tasks. The duration of an offerors Phase I task depends on the offerors proposal and staffing. The Government intends to issue Phase II task order when an offeror successfully Phase I. Specific Tasks The HCPNet contractors responsibilities are the following. Network of Health Care Providers Complete Physical Examinations The contractor shall perform the required complete physical examinations at geographically distributed locations over the 50 states, District of Columbia, possibly three US territories. The contractor shall ensure HCPs shall perform physical evaluations and required ancillary vision, age and gender appropriate lab testing (Routine Supplemental Medical Processing) diagnoses and all diagnoses will have an International Classification of Diseases 10 (ICD-10) correctly applied in accordance with DOD standards. The contractor shall access customer medical prescreening data and input data from and into the Government Furnished Equipment (GFE) medical database as well as medical treatment records not in the GFE database. Appointments and Scheduling Primary Appointment Scheduling HCPNet contractors shall implement the capability for customers, while online at the1800GoGuard website, to schedule appointments with the HCPs in their network they select. Each month HCPNet contractors shall provide current HCP contact information to support online customer searches and appointment scheduling at 1800GoGuard. HCPNet contractors shall work with 1800GoGuard Webmaster or contractor to implement the needed functionality and data exchange to accomplish customer online appointment scheduling from the 1800GoGuard website. HCP contract information includes the location of the Program Management Office and a comprehensive list of HCPs, HCP specialties, hours of operation, locations, and provide a map indicating the location of their Health Care Providers (HCPs) in the Network. Alternate call center Appointment Scheduling In addition to supporting the the1800GoGuard website appointment scheduling, HCPNet contractors shall provide call center, reachable by 1-800 number, as an alternative for scheduling all required appointments offline with a single phone call. HCPNet contractor call centers shall schedule all required physical examination medical services within one business day and shall perform all required medical services within three business days. This permits customers to compete their physicals in four days. The contractor shall provide services all days, including evenings, except Federal and legal Holidays. Exceptions include if the customer requests otherwise. HCPNet Provider Coverage Improvement Plan The contractor shall prepare and implement a plan, subject to Government approval, to improve the geographical distribution and density of their network HCPs consistent with the National Guard goals of services within a 50 miles radius customer residence, maximum flexibility in HCP locations, and availability of appointments. The contractor shall provide an annual plan for coverage improvement and report the previous years performance. The Coverage Improvement Plan shall contain actionable and measurable steps, timetables, and performance metrics. Performance Reporting For statistical analysis and performance measurement purposes, the providers customer scheduling and system shall capture the HCPs name, customer name and social security number, other identifying information, types of examinations/tests, and dates of examinations/tests Recruiter Station Identification (RSID), rank, unit, as appropriate. The Offeror shall ensure that the customer has Government approval prior to obtaining an accession physical, specialty consultation, or testing. The provider shall report scheduled appointments and HCP services performed electronically to NGB-ASM. Pilot Proof of Concept Demonstration Tasks The offeror shall perform the Pilot Proof of Concept Demonstration Tasks at the desertion of the Government. The Government intends to have an HCPNet Pilot effort for proof of concept. To help ensure success of the HCPNet program, all contractor awardees shall participate in the Pilot Proof of Concept Demonstration. The Government requires that contractors shall participate in the Pilot to be eligible for a Phase 1 task order. The Pilot effort must be successful before the Government issues any Phase 1 task orders to any Offeror. Accordingly, the pilot team and the Government must work closely together to resolve technical and procedural issue to achieve HCPNet success. Initially, at the discretion of the Government, the Government will issue Pilot task orders to one or more selected awardees to be Pilot team pathfinders and tasks orders to the remaining awardees to be Pilot team associates. The objective for Pilot team pathfinders, with Pilot team associates technical support, to demonstrate the required HCPNet operational capabilities. Pilot Proof of Concept Demonstration Requirements The Pilot team shall demonstrate the required HCPNet operational capabilities that include "Developing, testing, and demonstrating required scheduling functionality and integration with 1800GoGuard. "Developing, testing, and demonstrating required functionality for physical medical results data capture from HCPs and transmission of physical medical results data to the compliant IT Infrastructure (ITI) repository. "Developing, testing, and demonstrating required functionality for retrieving/capturing prescreening data from 1800GoGuard and transmission of prescreening data to the compliant IT Infrastructure (ITI) repository and HCPs requiring such data. "Developing, testing, and demonstrating required functionality for capture, transmit, and retrieve required medical and other data protected with the required e-authorization and compliant protection and procedures. "Demonstrating the required HCPNet physical examination capabilities cycle to include schedule appointments via 1800GoGuard and HCPNet call center, process physical examinations through existing HCPNet Health Care Providers provide medical results to the Government, and invoicing the Government for services performed. The Pilot team pathfinder shall demonstrate the required HCPNet operational capabilities for a limited Government-selected area or region. Pilot Team Pathfinder Proof of Concept Demonstration Task The Pilot team pathfinder shall resolve basic HCPNet technical and procedural issues. During the Pilot, the pathfinders shall work with the government and Pilot team collaborators to resolve technical and procedural HCPNet issues and implement the functionality and requirements defined in above in Pilot Proof of Concept Demonstration Requirements. This includes the Appointment Scheduling functionality, Pre-Screening Data functionality, the complete HCPNet physical examination cycle, and demonstration of the required e-authorization and compliant protection and procedures. Initially, at the discretion of the Government, the Government will issue Pilot task orders to one or more selected awardees. Pilot Team Collaborator Proof of Concept Demonstration Task The Pilot team collaborators shall support the Pilot team pathfinders and the Government to resolve technical and procedural HCPNet issues and implement the functionality and requirements defined in above in Pilot Proof of Concept Demonstration Requirements. This includes the Appointment Scheduling functionality, Pre-Screening Data functionality, and demonstration of the required e-authorization and compliant protection and procedures. Phase I and Phase II Tasks The offeror shall perform Phase I and Phase II tasks. Phase I Task The offeror shall implement and demonstrate the technical functionality required the Government required Pilot Team Pathfinder to demonstrate in the Pilot Team Pathfinder Proof of Concept Demonstration Task. The offeror shall implement and demonstrate the HCPNet capabilities the Government required for the Pilot Team Pathfinder Proof of Concept Demonstration Task. This includes capabilities to schedule appointments, process physical examinations through existing HCPNet Health Care Providers, provide medical results, and invoice the Government for services performed. The HCPNet provider must demonstrate, from a to-be-determined number of HCP geographic locations randomly selected by the Government, that the successful HCP access, input, and retrieval all the required medical data. The HCPNet provider must demonstrate the successful access, input, and retrieval all the required medical data with the ITI. The HCPNet provider must demonstrate compliance with Government laws and regulations for medical and personal identifying information. Phase II Task Phase II is the full implementation of the geographical distributed network of HCPs to schedule appointments, to perform required physicals, and to capture and transmitted required medical and other data. Quality Control of Medical Results HCP Electronic Credentials The contractor shall demonstrate all HCPs have a valid credential for remote electronic access in compliance with the Electronic Government Act of 2002 and OMB Memorandum OMB 04-04 E-Authentication Guidance for Federal Agencies, as applicable. Review of Prior Medical Records The contractor shall ensure that HCPs review all required and necessary records of prior medical care, if available including those records in the Government furnished medical database consistent with the requirements. Reporting Medical Results All contractor HCPs and Labs shall document medical results, including hearing, vision, and lab tests, electronically, using required interfaces, in the Government-furnished medical database within one business day of completing examinations or tests. The Government does not require Labs to report test results to HCPs performing the physical examinations and who ordered the labs, with the exception of abnormal HIV test results. Laboratory Samples The contractor shall submit laboratory samples in accordance with Government regulations and rules that include but are not limited to USMEPCOM Regulation 40-8. The contractor shall report all breaches immediately to the Government. The contractor shall only use properly certified facilities for lab tests, and DOD-certified labs to perform HIV tests and Drug and Alcohol Tests (DAT). Applicable Publications, Regulations, and Forms Army Regulation 40-501, Standards of Medical Fitness This regulation contains standards for Chapter 2, Chapter 3, and Special Forces Physicals (Chapter 5: Medical Fitness Standards for Special Forces Training). Department of Defense Forms MAR 2007; 2807-1; 2807-2; OCT 2005 2808 These are the paper forms used to record the results of the pre-screen, history and exam along with lab work. OrthoNeuro Exam Detailed description of the OrthoNeuro group exam which is the screening exam done by one HCP with multiple examinees simultaneously. USMEPCOM Regulation 601-23 This regulation provides policies and procedures on applicant processing; matters relating to preparing, maintaining, and distributing enlistment documents (including interviewing and fingerprinting enlistment applicants); and processing Entrance National Agency Check/National Agency Check (ENTNAC / NAC) requests. It also provides instructions for implementation of Military Entrance Processing Station (MEPS) functions required by service directives. Chapter 4 Medical Examination and Enlistment Files. USMEPCOM Regulation 40-1 The purpose of this regulation is to establish policies and procedural guidance for conducting Military Entrance Processing Station (MEPS) medical examinations. Chapters 4-7 deal with some specifics on the physical evaluation of examinees.
