Description
Sought Requirements: The scope of this project is to make additions and modifications to the existing digital building control system (BCS) at the Joseph P. Addabbo Federal Building, Jamaica, NY. This will be a design-build project wherein a comprehensive scope of work, program requirements and schematic drawings will be provided and the contractor will develop detailed working drawings for review and approval in accordance with the provided documentation. In summary, certain existing building components that are currently on an older pneumatic analog control system are to be transferred over to the aforementioned existing digital building control system, which consists of Easy Controls LonMark system components from Distech Controls. The intent is that the new work, including control panels and hardware, network architecture and configuration, software and programming, etc., shall matach the existing digital BCS system to ensure complete seamless integration integration and compatibility. The typical types of work and equipment to be transferred to the digital BCS include HVAC (standalone AC units, various pumps, VAV boxes, fire dampers, boiler plant compomnents, flow control valves, chilled water plant components, etc.), electrical (power monitoring, UPS, backup generators, battery backup systems, etc.), device interface to the fire alwarm system, other similar building equipment, and additional work such as pipe cutting, pipe welding, flow control valve installtion, electrical wiring, etc. New control points are to be insalled and existing pneumatic control devices such as actuators are to be replaced with electrical/electronic building standard units and related interposing devices and ancillary material and equipment as required in order to interface with the digital BCS. Potetial, contractors must be certified and authorized distributors and installers of the digital constrol system components indicated above. Copies of certifications should be submitted for verfication. Prospective contractors are advised that they will be required to demonstrate satisfactory experience and past performance on similar projects, summarized as follows. Potential offerors shall provide references and examples of experience and past performance for a minimum of three comparable projects completed in the last three to five years that demonstrate experience that are similar in size, scope and complexity to the requirements of this proejct, i.e. projects performed in multi-story commercial buildings of approximately 500,000 to 1,000,000 gross square feet. Submissions should include project name and owner with contact information deemed applicable. Potential offerors will also be required to submit qualifications of key personnel such as design professionals, project managers, construction supervisors, control system software engineers and programmers, etc., that will be assigned to the project. In addition, potential offerors wil be required to suibmit brief narratives describing their tehnical and management approach, and capabilities as related to the performance of this project, including such items as management of deisgn and construction phases, typical equipment selections, maintianing schedules and milestones, quality control, etc. Potential offerors must also demonstrate that they would be able to obtain payment and performance bonds for a project of this type.
