Description
This modification answers the technical question suubmitted. Technical Questions for Carpet Building 1607 1) Will all the technology questions be answered prior to the bid being submitted? And will this provide the bidders enough time to make a reasonable bid? Yes. 2) When will this work be conducted? (night or day) Carpet can be installed everywhere during duty hours expect for the Director's entire Suite of offices. This can be done in the evening or weekend. 3) Are there any concerns about asbestos that we should be aware of or plan for within the bid? The building was built in the early 1980s; therefore there should be no asbestos. If there is this would be a latent condition. 4) When will we know the specs on the type of carpet to be used? SEE RESPONSE TO QUESTION #9 BELOW. 5) What is the estimated time frame for this project? (start date) From the NTP there is 120 calendar days allotted for this project. 6) Other questions that the other bidders had, that I may have not answered? This is to be answered by Contracting. 7) Will there be a limit on the manpower, that I can use on a daily bases to get the job completed? NOTE SECURITY Requirements: US citizens only and must be escorted at all times. No cell phones, 2-way pagers, etc allowed in the building. A truck can be on site (in the back).Both the truck and all trash shall be removed daily. There will be 2 escorts available for the carpet personnel. If more are needed the Government would need to know how many and see if we could bring in additional personnel for those days. 8) Who will be responsible for the turning off and disconnection of the electrical equipment in the office spaces? The Government will be responsible for turning off their personal electrical items, and clearing their desk tops etc. Government IT personnel will take care of the ADP equipment. 9) The SOW states that the customer will choose type/color of carpet and cove molding. We must have some guideline in order to provide a price. Please provide a minimum square yardage rate to be used or a standard guideline for carpet. Please indicate general range of cove base for pricing purposes as well. Carpet tiles everywhere there is cubicle furniture to be moved or lifted by the contractor. See attached carpet and Base specifications. 10) The title in the SOW indicates, & Paint. We cannot find any areas indicating paint either in the SOW or on the provided drawings. Please advise. This will be corrected. Delete all requirements for painting. NOTE ROOM 160: In room 160 there is an additional office to add to the project. This room is approximately 12x8 Carpet and Base Specifications 1. Movement of Items; 1.1 Movement of Miscellaneous Items Where it is necessary for the Contractor to move furniture or other movable items, they shall be removed with extreme care and returned to its original location after work is complete to make the area ready for use. The Government shall clear the tops of the furniture to be moved and store all loose items prior to moving. 1.2 Modular Furniture The Contractor shall carefully disassemble existing modular furniture or lift as required for the installation and demolition work as needed. Reassemble of modular furniture shall be carefully preformed and include all new anchors, screws, nuts, washers, and electrical work. Occupants will be responsible for clearing desks of all items. Contractor shall note; any damaged parts or areas to the existing modular furniture prior to performing any work, and notify Contracting Officer in writing. Any damage incurred during work shall be the responsibility of any Contractor to repair. 2 RESILIENT BASE 2.1 Resilient Base Base shall conform to FS SS-W-40, Type I (rubber) or (vinyl)., (straight)-installed with carpet., (coved)-installed with resilient flooring. Butt toe (cove)-installed with 1/8 inch thick flooring. Base shall be 4 inches high and a minimum 1/8 inch thick. Preformed outside and inside corners shall be furnished. Color shall be as selected from manufacturers standard colors. 2.2 INSTALLATION OF RESILIENT BASE Wall base shall be installed with adhesive in accordance with the manufacturers instructions. Base joints shall be tight and base shall be even with flooring. 3. CARPET 3.1 DELIVERY AND STORAGE 3.1.1 Pre-Installation Storage Carpeting and associated materials shall be stored in a clean, dry, well ventilated area, protected from damage and soiling and stored in strict accordance with the manufacturers specifications, relevant to roll height and temperature control. This area shall be easily accessible to Government inspection. All carpet and associated materials shall be stored in this manner, from the date of Contractors receipt of the carpeting,until time for delivery to the project site. 3.1.2 Delivery to Site All materials shall be delivered to the project site, intact, and in the manufacturers original packaging. All materials shall be clearly labeled for easy identification. Each roll or piece of carpeting delivered to the site shall have easily accessible, clearly printed manufacturers identification tags. These tags shall identify the manufacture, carpet style, carpet color, dye lot, and date of manufacture. 3.2 ENVIRONMENTAL REQUIREMENTS Areas in which carpeting is to be installed shall be maintained at a temperature above 60 degrees F for 2 days before installation, during installation, and for 2 days after installation. A minimum temperature of 55 degrees F shall be maintained thereafter for the duration of the contract. Contractor shall coordinate work schedule with DPW/Contract Management Branch to insure proper site conditions are maintained by the Government. The Government will ensure these temperatures are maintained. 3.3 EXTRA MATERIAL Extra material from same dye lot consisting of uncut carpet tiles shall be provided for maintenance. A minimum of one carton of each carpet tile type, pattern, and color shall be provided.. PART 2 CARPET PRODUCTS 4.1CARPET TYPE 4.1.1Carpet Type Lees Flamestitch II: or equal Construction: Tufted Style : Textured Patterned Loop Stitch Count 7.8 per inch Pile Height : 0.136 inch Face Weight: 20 oz per sq. yd. Back Material: Woven Polypropylene (Tile) Integrated Cushion Thermobond Secondary Backing - fiberglass reinforced thermoplastic composite Total Weight for Modular Tile: 140+-.45 oz per sq. yd. Face Yarn : Antron Legacy Nylonh DuraTech with Soil Protection Dye Method: Yarn Dyed Carpet shall pass GSA requirements for permanent stain resistant carpet. 4.1.2Carpet Type Lees Carpet Faculty IV: or equal Construction: Tufted Style : Multilevel Loop / Tufted Stitch Count: 8.3 per inch Pile Thickness : 0.145 inch Face Weight: 26 oz per sq. yd. Back Material: Woven Polypropylene (Tile) Integrated Cushion Thermobond Secondary Backing - fiberglass reinforced thermoplastic composite Total Weight for Modular Tile: 146.45 oz per sq. yd. Face Yarn : Antron Legacy Nylonh DuraTech with Soil Protection Dye Method: Yarn Dyed Carpet shall pass GSA requirements for permanent stain resistant carpet. 4.2 QUALITY Carpet shall be first quality: free of visual blemishes, streaks, poorly dyed areas, and other physical and manufacturing defects. Carpet materials and treatments shall be reasonably nonallergenic and free of other recognized health hazards. 4.3 Colors and Patterns Colors and patterns in the carpet indicated above are for identification purposes only; the listing above is not intended to limit selection of similar colors and patterns from other manufacturers. Final selection of colors will be made by the User. 4.4 Physical Characteristics a. Category: Modular tile 18 x 18 or 24 x 24 inches square. 4.5 MOLDING Molding shall be vinyl.. Vinyl molding shall be heavy-duty and designed for the type of carpet being installed. Floor flange shall be minimum 2 inches wide. Color shall be selected from manufacturer standard colors. 4.6 REMOVING EXISTING CARPETING: The Contractor shall carefully and completely remove the existing floor coverings where required. The Contractor shall be responsible to repair and/or replace any and all surfaces, damaged during the removal process. The Contractor is responsible for the complete removal, and disposal, at the Contractors expense, of any and all debris resulting from this removal process. After complete removal, the Contractor is responsible to completely and properly prepare the area for carpet installation. 4.7 INSTALLATION Installation shall be in accordance with the manufacturers instructions and CRI 104. Edges of carpet meeting hard surface flooring shall be protected with molding. Installation shall be in accordance with the molding manufacturer's instructions. 4.7.1 Modular Tile Installation Modular tiles shall be installed with a manufacturers recommended release adhesive. Each tile shall be joined in a manner that will prevent edge curl. Each tile shall be joined in a manner that will prevent arrangement and pile agreement. Each tile shall be clean, firm and uniform in specification. The Contractor shall install the modular tiles in strict accordance with the manufacturer recommendations.
