Description
The Department of Veterans Affairs is seeking proposals from construction firms for this project. This procurement is full and open competition (unrestricted) for Design and Construction of two radiation therapy centers (Projects 516-335 and 548-121). One will be a new, stand-alone Radiation Therapy Center on the Bay Pines VHCS Campus. This new 11,000-13,500 GSF facility will include two linear accelerator rooms, a PET/CT and all necessary offices, mechanical room(s), electrical room(s), storage, and support areas and will include roadways to the location and associated parking lots. The other new patient treatment center is a new Comprehensive Cancer Center connected to the main building of the West Palm Beach VA Medical Center. This new 11,000-13,000 GSF facility will include an Oncology Unit, a Radiation Therapy Unit, and shared areas. The Oncology Unit will include 16 treatment cubicles, a nurse station, a treatment room, 2 patient bathrooms, 2 staff bathrooms, a stretcher/wheelchair storage room, an equipment storage room, 6 exam rooms, 2 shared offices, 2 resident/intern cubicles, a procedure room, a check in/out area, a linen storage room, a soiled storage room, and a med. room. The radiation therapy unit will include 2 RTU's, a staff work area, 3 control rooms, a CT/SIM room, a patient consultation room, a PAC(s) 3D view room, a patient exam room, a patient prep/dressing/hold room, a resident work space (cubicle), a patient toilet room, an equipment storage room, a source/storage room, a treatment/planning room, a radiation physicist room, a dosimetrist room, a modeling room, an ultrasound room, and a patient stretcher holding room. The shared areas will include a waiting/reception room, a conference room, 2 bathrooms, a clean supplies room, a soiled supplies room, a staff break/locker room, 2 staff bathrooms, an HAC room, an elevator, and 2 elevator lobbies. The West Palm Beach Project shall consist of three phases. The first phase shall be the construction of a parking lot with gate controls for employees. The number of new parking spaces shall be based on the number of spaces lost for the new building and construction staging area. The second phase shall consist of the construction of the cancer center. The third phase shall consist of the installation of the linear accelerator and CT/SIM equipment by others under a separate contract.The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of Florida. Cost Range for this procurement is between $10,000,000 and $20,000,000. The NAICS Code for this procurement is 236220. Solicitation documents will be available on or about July 21, 2008. The Office of Small Disadvantaged Business Utilization has established the following subcontracting plan participation goals for this project in terms of subcontracting dollars Small Business 28.7%, Small Disadvantaged Business 5%, Service Disabled Veteran Owned Small Business 7%, Women Owned Small business 5%, Hub Zone Small Business 3%, Veteran Owned Small Business 10%.. The proposals will be evaluated and award made on the basis of Best Value in accordance with the FAR Subpart 15. Contract will be awarded SUBJECT TO AVAILABLE FUNDS.
