- Description
- NASA/LaRC has a requirement for a portable Raman spectroscopy PhAT system with a785-nm excitation wavelength probehead, and a 17" working distance, visible (532 nmwavelength) noncontact optic for the NASA LaRC-owned microprobe RXN dispersive Ramanspectroscopy system. The portable Raman spectroscopy PhAT system is a state-of-the-artinstrument that will enable the successful attainment of project milestones for severalongoing NASA programs. NASA/LaRC intends to purchase the items from Kaiser Optical Systems, Inc., who is theonly known source capable of providing this unique Raman spectroscopy PhAT system. ThisPhAT system can utilize an existing Kaiser Invictus 785-nm laser currently owned byNASA-LaRC (part of the RXN Raman system). The modular design, data acquisition softwareof the PhAT system allows for the compatibility of physical components and theinterchange of data files between the PhAT and RXN Raman systems. Kaiser Optical Systemis the manufacturer of the proprietary equipment and is the only vendor that supplies thespectroscopy that properly connects with the existing hardware and interfaces with thesoftware features of the currently owned Raman spectroscopy system. It would takesubstantial time and Government resources for another company to develop a similarproduct and revise all the interfaces to match up with the current system, which is notexpected to be recovered through competition. Sole Source authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 14, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
