- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This solicitation, F1N3BA8099A001, is a Request for Quotation (RFQ). The associated North American Industry Classification System (NAICS) for this procurement is 532210 and the small business size standard is $6.5 Million. This opportunity is advertised as 100% small business set-aside, non-personal service to provide the following: All supervision, personnel, equipment, transportation, materials, and all other items necessary to provide Washer and Dryer Rental Services for Columbus AFB, MS for the period 1 Oct 08 through 30 Sep 09 IAW the applicable Bid Schedule and Statement of Work plus three (3) option years. CLIN0001-AA- Washer and dryer rental/maintenance (29 sets, SV) for period 1 Oct 08 - 30 Sep 09, Unit of Measure: months, Quantity: 12. FOB: Destination for delivery is Columbus AFB, MS. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at http://www.ccr.gov/ or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed to (662) 434-3049 or e-mailed (preferred) to the attention of A1C Angel Galindo, Contracting Specialist. Oral quotes will NOT be accepted. The due date for all quotes is 18 July 2008 by 4:00 p.m. CST. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items (Nov 2006) using the Online Representation & Certification Application (ORCA) homepage at http://orca.bpn.gov/. In addition, the clause at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEV) applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.232.33, Payment by Electronic Funds Transfer- Central Contractor Registration. IAW FAR13.106-2 Award will be based on the best value to the Government, evaluation will be based on price, past performance and maintenance availability with price outweighing both past performance and maintenance availability. Offerors shall submit their quotes in three parts; Part 1. Price- Shall include all option years, Part 2. Past Performance- shall include a minimum of three references in relation to services being offered, Part 3. Maintenance Availability- Shall include maintenance plan that will as a minimum meet standards set in parts (to include subparts) 1.5, 1.6, 1.7, 1.9, and 1.11 of the Statement of Work. This is an FY09 requirement, and award will be contingent upon availability of funds. Please validate all quotes through 1 Oct 08.
