Description
The Naval Air Systems Command (NAVAIR) PMA 234 is responsible for the maintenance of the J52-P-408 jet engine and its associated support equipment, which provides primary power for the EA-6B aircraft. PMA 234 previously procured 20 Filter Debris Analysis (FDA) machines (Part Number B067261) upgrades from GASTOPS, Inc., on a sole source basis. The upgrades were to increase the x-ray system capability and durability and reduce the environmental emissions in order to enhance system performance, address legacy parts issues and extend the service life of these units. NAVAIR intends to award a modification to the current N00421-07-C-0111 contract to increase the amount of units upgraded from 20 to 21 and add an operator training package. NAVAIR intends to award this requirement on a Firm Fixed Price, commercial sole source basis to GASTOPS, Inc., 4900 Bayou Boulevard, Suite 107, Pensacola, Florida, 32503, under the authority of FAR 6.302-1. As the sole source designer, developer, and manufacturer of the FDA machine, GASTOPS, Inc. is the only known source with the proprietary knowledge, experience, and data to manufacture and install the hardware upgrades needed to enable the Navy to meet mission requirements. All other responsible sources may submit a brief one-page statement demonstrating their capability to perform this requirement. These responses may be submitted via email to meagan.rippeon@navy.mil; no phone calls will be accepted. This notice of intent is not a request for competitive proposals. A determination by the Governmentr not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of this synopsis. No solicitation documents exist and no further information is available at this time.
