MARKET SURVEY Program Title: AT-SAT (Air Traffic Selection and Training) Test Administration FAA POC: Renee' GaudreauOrganization: AJA-482Region: FAA Headquarters Phone number: (202) 267-7851Date: July 8, 2008 BACKGROUND / SCOPE OF WORK: The Federal Aviation Administration (FAA) is seeking services for the administration of the FAA's computer-based entry-level employment examination entitled "Air Traffic-Selection and Training" (AT-SAT). This examination is used as part of the selection process for new en route and terminal air traffic controllers.The number of individuals to be tested each year is expected to vary. The required maximum number of tests to be administered per year may be up to 16,100. This number will ensure that there will be enough well qualified applicants in the hiring pool. This figure was derived by multiplying the number of examinees from the most recent job announcement to recruit from the general public, multiplying that by an estimate of four public job announcements per year, and adding the number of potential Air Traffic Collegiate Training Initiative (AT-CTI) examinees per year.The Contractor may, at the direction of the FAA, be required to give the examination anywhere in the United States, its territories, or possessions at any time. For example, the Contractor must be able to test in Guam, the U.S. Virgin Islands, Puerto Rico, and all 50 states. It is possible that the FAA will have testing needs in American Samoa and Nantucket Island. It should be noted that past experience has shown that a single test site per state would not have been sufficient to meet past testing requirements in larger states such as Texas, New York, California, and Florida. Additionally, the Contractor may be required to test in communities where there are AT-CTI schools. The number of CTI schools is subject to change. See attached Draft SOW for further detail. MARKET SURVEY PURPOSE: The purpose of this market survey is to inform industry of this requirement and to obtain comment on the attached Draft SOW. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the attached Scope of Work. Responses to this market survey will be used to develop the Source List to be used when the solicitation for this requirement is issued, and will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, Service Disabled Veteran Owned Small Businesses, or full and open competition. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. The following North American Industry Classification System (NAICS) codes pertain to this procurement, the primary code being 541611. MARKET SURVEY RESPONSE: Interested vendors must respond to this market survey by providing the items listed below. a.Capabilities Statement - A Capabilities Statement which demonstrates the vendor's ability to provide the services in the attached Draft SOW. This includes the vendor's ability to provide and maintain appropriate levels of experienced and qualified personnel capable of supporting the task areas. b.Programmatic Approach - Vendors must discuss their expected programmatic approach to successfully providing these services. This includes discussion of potential teaming and subcontracting arrangements. If respondent is an eligible 8(a) certified business or other small business, provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. c.Prior Experience - For at least three past or current contracts for work similar in scope and complexity to that described in the attached Draft SOW, vendors must demonstrate in narrative form (not brochures or catalogs), direct and recent experience and capabilities with the services and requirements of the Draft SOW. Experience three years or older will not be regarded as current. At a minimum, vendors must identify the government or commercial entity for which work was performed, provide the contract number and value, and provide a description of the work performed. d.Comments on Draft SOW - Vendors may provide comments or suggestions regarding the Draft SOW. e.Business Declaration - Vendors must complete and submit the attached Business Declaration form. Inclusive of all 5 items above, submissions must not exceed 10 pages in length. Only vendors that respond to this Market Survey will be considered. All submissions must be received by 12:00 p.m. Eastern time on July 29, 2008.
