Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2005-26. The NAICS code for this procurement is 541990. The purpose of this solicitation is to find a contractor who can provide cost estimating services to support for the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS). The NWS is looking to establish a Blanket Purchase Agreement (BPA) which will allow the contractor to provide knowledgeable, NOAA/NWS-experienced program and project management, business process improvement, and strategic and tactical planning cost estimating support. The period of performance is from October 1, 2008 through September 30, 2013. The place of performance is the National Weather Service at 1325 East West Highway, Silver Spring, Maryland 20910-3283. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: technical, past performance, and price. Technical and past performance, when combined, are more important when compared to price. Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. The following clauses within clause 52.212-5 apply: 52.232-33, Payment by Electronic Funds Transfer___Central Contractor Registration. Commerce Acquisition Regulation (CAR) provision 1352.239-73, Security Requirements For Information Technology Resources (Oct 2003), applies to this acquisition.
