- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), has a requirement for DRYDOCK repairs to be performed at successful contractor's facility. The performance period will be 48 calendar days with a start date on or about November 18, 2008 and ending on or about January 6, 2009. This acquisition is for DRYDOCK repairs to the NOAA Ship HENRY BIGELOW, a 209 foot, 49.2 ft beam (molded); Draft Design 19.4 ft, Depth to main deck 28.4 ft. Vessel's homeport is Newport, RI. DRYDOCK BASIC ITEMS include: 0001 Drydocking and Routine Drydock Work; 0002 ABS Surveys and Tank Inspections; 0003 Underwater Body Coating; 0004 Zinc Anode Replacements; 0005 Sea Chest Acoustic Treatment Replacement; 0006 Sea Valve Overhauls; 0007 Sea Water Piping Inspections and Tests; 0008 Meter Calibrations; 0009 Circuit Breaker Tests, Inspections, and Overhauls; 0010 Bow Thruster Inspection Plate Access Modifications; 0011 Engine Exhaust Piping Repairs and Support Modifications; 0012 Fuel Oil Tank Level Indicator System Modifications; 0013 Fuel Oil Pump Relocation and Piping Modifications; 0014 Fuel Oil Overflow Detector Replacement; 0015 Watertight Door Replacements; 0016 Weathertight Door Replacements; 0017 Weathertight Door Installations 01-Deck Breezeway; 0018 Intake Vent Demister Modifications; 0019 Stack Access Plates and Door Modifications; 0020 Oily Waste Tank Preservation; 0021 Ballast Tank Preservation; 0022 Engineers Operating Station (EOS) HVAC Modifications; 0023 Chill Water System Tank and Valve Installations; 0024 Davit and Crane Repairs and Weight Tests; 0025 Mission Deck Machinery Modifications; 0026 Fish Lab Modifications; 0027 Transducer Replacements; 0028 Piping Repairs; 0029 Dock Trials; and 0030 Sea Trials. DRYDOCK OPTION ITEMS include: 0101 Propulsion Shaft Removal and Inspection; 0102 Rudder and Rudder Stock Removal and Inspection; 0103 Generator Removals and Overhauls; 0104 Ground Tackle Handling System Modifications; 0105 Additional Tank Inspections for ABS Surveys; 0106 Hull Drain Penetration Relocations; 0107 Deck Drain Installations - Exterior and Interior; 0108 MSD Room Spray Shield Separator Installation; 0109 Chill Water System Flow Regulator Installation; 0110 Net Sonde Winch Controls Relocation; 0111 Trawl Net Guide Splitter Pipe Installation - Aft Deck; 0112 Fish Lab Sliding Door Replacement; 0113 Mess Deck Joiner Door Reconfiguration; 0114 Galley Deck Coaming Installation; 0115 Galley Cabinet Installations and Sink Modifications; 0116 Bridge Catwalk and Safety Rail Installations; 0117 Bridge Window Washer Piping System Modifications; 0118 Scientific Storeroom Bulkhead Sheathing and Insulation Mods; and 0119 Interior Liner Bulkhead Access Panel Installations. ADDITIONAL WORK ITEMS include: 2001 Additional Work - Labor Hour and 2002 Additional Work - Material Cost All work shall be performed in accordance with detailed specifications and referenced NOAA Standard Specifications to be provided with the solicitation. Vessel will be available for inspection August 27-28, 2008 at Newport Naval Station in Newport, RI. Arrangements for inspections can be made by contacting Ken Marston at 508-495-2347. Copies of the solicitation will only be posted on FEDBIZOPPS. The solicitation package will appear on or about August 1, 2008 and will be issued on a full and open basis. The Government intends to award a firm-fixed price contract utilizing Best Value, Request of Proposal (RFP) procedures outlined in FAR 15. The solicitation will include a requirement for performance and payment bonds. All responsible sources may submit a proposal, which shall be considered by the agency. It is recommended for vendors to register on FEDBIZOPPS to receive notification regarding this procurement. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFP, specification, drawings and all subsequent amendments. Vendors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and list the appropriate NAICS code - 336611.
