The United States Government, represented by the Department of State, is seeking applications from U.S. citizens interested in providing the PSC services described in this solicitation. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A.BACKGROUND. The Senior Police Advisor serves as an advisor on the Iraqi civil security forces program for the Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL). The position is located in INL’s Office of Iraq Programs (INL/I) in Washington, DC. S/He would report through the INL/I Police Team Chief to the INL/I Director/Deputy Director. B.PURPOSE. The Senior Police Advisor will serve as a senior police expert to State/INL on the full range of law enforcement issues in Iraq, providing technical law enforcement expertise and guidance, policy guidance, budget support, and other support as required on the Iraqi civil security forces program. The incumbent will assist INL/I’s Police Team in managing, evaluating and overseeing State Department engagement in the existing Iraqi civil security development program, and, as required, in developing guidance and proposals for enhanced future State Department engagement in the development of the Iraqi civil security forces. The incumbent works closely with counterparts within the interagency in Washington, in particular those at the Department of Justice, Department of Defense, Department of Homeland Security, and international organizations and non-governmental agencies, as required and as the mission evolves. I.STATEMENT OF WORK Perform the following functions and others as directed by INL/I: A.Serve as a senior police expert within INL/I; B.Provide support to, as required, and work in cooperation with the senior police expert within INL Baghdad; C.Provide technical expertise, policy analysis, and program guidance to INL/I, the INL Front Office, and, as required, INL/Baghdad on issues related to the development of the Iraqi civil security forces. Such support may address a wide number of issues, to include the size and structure of the law enforcement advisor mission for the Iraqi civil security forces, rules of engagement and missions for the law enforcement civilian advisors, coordination with the U.S. military and coalition forces, development of indigenous policing capacities and institutions for the Iraqi civil security forces, training plans, and possible proposals for enhanced State Department engagement in the Iraqi civil security forces mission. This will require travel inside and outside of Iraq as necessary to review activities related to the development of the Iraqi civil security forces; D.Provide input (including budget requests, justifications, and other materials, as required) for Department of State budgets and analysis of Department of Defense budgets in support of the Iraqi civilian security forces program; E.Represent INL/I in meetings on the Iraqi civil security forces; F.Participate in and/or lead assessments of Iraqi civil security forces program, brief assessment results to senior INL and interagency officials, as required, and propose future activities on the basis of these assessments; G.Draft input for Statements of Work and related materials necessary to implement contracts related to INL’s civil security force programs in Iraq; H.Prepare periodic reports, cables, meeting agendas, memoranda, assessments, background materials, and other documents as required regarding the Iraqi civil security forces program to support INL/I and INL/Baghdad; I.Coordinate closely with all U.S. government agencies, U.S. military units, international organizations, NGOs, and other entities working on the development of Iraqi civil security forces; J.Coordinate with the individuals in INL responsible for training of civilian police advisors; K.Participate in INL/I office meetings; L.Other duties as requested and assigned by INL/I police team chief or Director. II. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance at the SECRET level. B. At least 10 years experience as a full-time, sworn officer in U.S. law enforcement operations, management, organizational development, planning, and/or training. C. Experience working in Iraq with the U.S. military or coalition forces or at least one year of experience in U.S. civilian policing missions in Iraq or Afghanistan; or at least one year of experience in a U.S. civilian policing contingent of a UN-sponsored peacekeeping operation. D. Superior negotiation and interpersonal skills. E. Excellent oral and written English communication skills. F.Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. G.An associates degree or higher from an accredited college or university. III. PREFERRED KNOWLEDGE AND ABILITIES A. Experience in strategic planning, organizational development, policy development, and implementation of major agency-level programs. B.Knowledge of police development in an international environment; experience working overseas in a CIVPOL or related mission in a post-conflict environment. C.Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Defense and Justice). D. Familiarity with Iraqi history, culture, institutions and structures, and the Iraqi legal system. E. Familiarity with Middle Eastern history, culture, institutions and structures and/or civil law criminal justice systems. F. Experience developing and monitoring significant budgets and funding. G. Management experience in public and/or private sector. H. Arabic language capability. IV. POSITION ELEMENTS A. Guidance, direction, and delineation of policy approaches are broad in nature and jointly developed in discussion with the INL/I Director and INL Baghdad Director. The incumbent must exercise initiative and independent judgment in carrying out and completing work assignments. B. Effective performance of duties is critical to securing U.S. national security objectives in Iraq. C. The incumbent will exercise a high degree of independence, decision-making and judgment for planning and accomplishing assignments. Guidance and strategic direction will be provided by the INL/I Police Team Leader and the INL/I Director/Deputy Director in Washington. D. Duties require numerous and frequent contacts with local, international, and U.S. entities, including U.S. government agencies and officials, Iraqi Government Ministries and other government officials (particularly the Ministry of Interior), civil security force personnel and leadership, United Nations representatives, and officials from other international organizations. E. The position requires travel to and within Iraq using varying means of conveyances. Travel is often through underdeveloped areas. Security is a major factor in travel anywhere within Iraq. The incumbent must be physically capable to travel to Iraq and to engage in travel within Baghdad and occasionally to remote locations. V. Evaluation Criteria Factor 1. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points x _____ = _____) VI.COMPENSATION AND BENEFITS A.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. B. AS A MATTER OF POLICY, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS (except for U.S. Resident Hires): 1.
