Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This RFQ solicitation is unrestricted. Simplified Acquisition Procedures will be used for this requirement. Line Item 0001: Thermographic Non-Destructive Inspection System to be used to perform non-destructive testing and inspection of composite-skinned C-17 military aircraft meeting the minimum specifications at the end of this combined synopsis/solicitation, Quantity of 1 each, for delivery to 172 Maintenance Squadron, 141 Military Drive, Jackson, MS, 39232-8881. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering the technical capability of the item to meet the minimum specifications and price, with technical capability of the item to meet the minimum specifications approximately equal to price. The provision at 52.212-1, Instructions to Offerors-Commercial Items (APR 2008) applies to this acquisition. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2008), Alternate I (APR 2002), applies to this acquisition and a completed copy of this provision shall be submitted with any quote. Offerors may elect to complete this provision online at https://orca.bpn.gov, in which case the offeror is required to prepare and submit paragraph (l)(2) of this provision with the offer. If the offeror elects to complete the provision manually, paragraphs (b) through (j) of the provision must be submitted with the offer. MINIMUM SPECIFICATIONS: Offer must clearly demonstrate the ability of the item offered to meet all the minimum specifications. Functional requirements: A turnkey portable, handheld, one-person operable system that integrates IR camera, flash optics, hardware and software; generates heat source; monitors and captures the thermo heat transfer through the aircraft composite material and the honeycomb core; and produces and captures the thermographic image. Enables the maintenance technician to identify and detect impact damage and water contamination in the composite materials and honeycomb core, down to the size of each honeycomb, which is approximately the size of a pencil eraser; and to inspect multi-layer composite repair results to ensure 100 percent bonding between original material and patch. Other requirements: Provides approximately 6 inch by 4.5 inch inspection field; requires no adaptation of hangar environment; programmable control of image acquisition rates; synchronizes heat source triggering; accepts remote trigger to initiate event-based synchronized data acquisition; provides reconstructed raw, or time derivative (1st or 2d images) of single or multiple images sequences; contains image processing (mean, median and high-pass filtering) and overlapping functions which can be stored for repeated analysis tasks; data archived in compressed format, or as.avi movie; data acquisition and analysis system to include a ruggedized PC configured for high speed digital image capture and signal processing.
