Description
This project is structured as Design/Build procurement. The solicitation is open to United States firms on an unrestricted basis however; all firms shall obtain all required permits, licenses, and authorization to perform work and comply with all applicable Government of Singapore (GOS) local laws and regulations in addition to DoD requirements. The North American Industry Classification System (NAICS) Code is 238220 and the applicable size standard is $13 million. The estimated price range is between $1 million and $5 million. The Government intends to award a Firm Fixed-Price contract. The anticipated bid opening date is 24 July 2008. This project provides for the renovation and miscellaneous repairs to existing HVAC systems for offices, food court, and NEX areas on the first and second floors of the U.S. Navy Region Center Singapore, Building HQ 7-4. The design and construction work includes the replacement of chiller units and package A/C systems; provisions for Variable Air Volume (VAV) and Direct Digital Control (DDC) systems; and provisions for kilowatt hour meters. The work includes, but is not limited to, the modification of the fire alarm system, miscellaneous repairs, improvements, painting, removal and disposal of existing materials, clean-up, and related miscellaneous work. The anticipated contract period of performance is estimated at 292 calendar days which consists of design and on-site construction. This project consists of a base bid and three additive bid items. The additive bid items may or may not be awarded with base bid award. This solicitation utilizes source selection procedures which require the offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award of a contract shall be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and technical factors considered. The anticipated technical evaluation factors are as follows: (1) Price and (2) Technical. The technical subfactors may include past performance, experience, key personnel, safety, concept drawings, and schedule. The Government intends to award a contract without conducting discussions; therefore, the offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if deemed necessary to obtain the best value for the Government. Proposals received from all responsible sources shall be considered. The RFP will be issued via the Asia Navy Electronic Commerce Online (AsiaNECO) website; https://www.asia.neco.navy.mil and can be downloaded free of charge. All prospective offerors must register themselves for this solicitation via the AsiaNECO website. IMPORTANT NOTICE:Offerors are required to register in the Central Contactor Registration (CCR) database prior to the award of the contract. Be advised, failure to register in the CCR makes an offeror ineligible for award of DoD contracts. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. Registration in the CCR database can be accomplished at the website http://www.ccr.gov. Reference is made to DFARS Clause 252.204-7004, Required Central Contactor Registration.
