- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: Miscellaneous Circuit Card Assemblies for the MK 54 Torpedo. This requirement is for CLIN 0001: FIN Buffer, Printed Circuit Board Assembly manufactured in accordance with drawing 7334913 Revision A, 7334914-3 Revision A, and all associated drawings, CLIN 0002: Capacity Board manufactured in accordance with drawing 7052925 Revision A and all associated drawings, CLIN 0003: MIB Card manufactured in accordance with drawing 7608375, 7608377, 7608504 and all associated drawings, CLIN 0004: Printed Wiring assembly, Common Torpedo Interface manufactured in accordance with drawing 7052930-5 and all associated drawings, CLIN 0005: Relay Assembly manufactured in accordance with drawing 7608376 and all associated drawings, CLIN 0006: Cable Assembly Flexible, Universal Controller manufactured in accordance with drawing 7052912 Revision B and all associated drawings, CLIN 0007: Ethernet Flex Cable manufactured in accordance with drawing 7052914-2 Revision B and all associated drawings, CLIN 0008: Printed Wiring Assembly, Universal Controller manufactured in accordance with drawing 7052920 Revision C and all associated drawings, and CLIN 0009: MRECS Board manufactured in accordance with drawing 7052910 Revision C and all associated drawings All nine (9) different CLINs will have two option quantities which will be labeled CLINs 00010 through 0027. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N00253-08-R-0044. It is anticipated that the resultant contract will be firm-fixed price and will include a base plus two option quantities. The applicable NAICS code for this requirement is 335931 with a small business standard of 500. The procurement will be for full and open competition. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information are available through FedBizzops as an attachment to this solicitation. It is anticipated that the solicitation will be available for download on or around 28 July 2008. The closing date of the solicitation will be 27 August 2008, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
