- Description
- Provide all Labor, Materials, and Transportation necessary to replace old leaking metal gas mains with new High-Density Polyethylene (HDPE) piping, connecting gas mains to existing service points following existing routes at various locations on Travis Air Force Base. This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. Resultant contract is a Requirements contract with a Basic and two (2) option periods. Solicitation is a Small Business Set Aside unless responses from two or more qualified HUBZone firms is received. Interested HUBZone firms must submit within 10 days of this notice information in sufficient detail to allow the Contracting Officer to determine that the contractor is HUDZone Certified and has the experience and is qualifed to accomplish this work in order for the requirement to be changed to a HUDZone Set Aside. There will be no public opening. The Government reserves the right to award a contract to other than the low offeror. Award will be the Best Value to the Government in accordance with FAR 15. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. All responsible offerors must be CCR registered to receive an award. The issue date will be on or about 24 Jul 08, the actual date will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps Electronic Posting System (EPS) http:/www.FedBizOpps.gov, on or about 24 Jul 08. The government will not provide paper copies of the solicitation or unofficial plan holders list. The unofficial plan holder list will be available on the EPS site after solicitation posting based upon the submission of email notification of firms indicating their interest in the project. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are resposible for monitoring the EPS site for the release of the solicitation package, and any other pertinent information and for downloading their own copy of the solicitation package. Prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, email address, point of contract and size standards to Mr. Edward E. Emmons, via email at edward.emmons@travis.af.mil, with a courtesy copy to Gerald Napiewocki at gerald.napiewocki@travis.af.mil, for inclusion on the unofficial plan holders list.
