- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement with Synergent Technologies, Inc., 5301 Buckeystown Pike Suite 306, Frederick, MD 21704-8373 for a maximum ceiling amount of $5,000,000. The BOA will cover a five-year period from the award date and will include line items for EME signal generation hardware, software, installation, integration, travel and miscellaneous engineering services to support system enhancements, repairs, and upgrades. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and IAW the procedures at FAR Part 12. The basis for restricting competition is the proprietary information of Synergent Technologies, form, fit, and function compatibility and the duplicative cost to the Government to utilize another source to satisfy the Governments requirements. This synopsis is for the class of orders that may be issued by NSWC Crane under the BOA for a one-year period. Individual orders issued by NSWC Crane will specify required tasks and all applicable delivery terms and conditions. The proposed BOA will be issued on or about 31 JUL 2008. All responsible sources may inquire into the specific terms and conditions included in the BOA; such inquiries will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. The POC is Ms. Julie D.
