- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is unrestricted. All parts required shall be Brand Name Only due to compatibility issues with obsolete equipment. All equipment shall be new. Contractor shall provide all parts as follows: CLIN 0001 6 ea. Drive Gear, 18 tooth American Governor Co. #1447-834; CLIN 0002 2 ea. Thrust Bearing Assembly Woodward Reference 11002-69; CLIN 0003 6 ea. Oilite Bushing Woodward Reference 11002-65; CLIN 0004 10 ea. Ballhead Woodward Reference 11002-63; CLIN 0005 10 ea. Drive Gear, 12 tooth American Governor Co. #1447-626; CLIN 0006 10 ea. Lower speeder rod Woodward Reference 11002-70; CLIN 0007 10 ea. Upper Speeder Rod Woodward Reference 11002-74; CLIN 0008 3 ea. Ball Arm Woodward Reference 11002-64; CLIN 0009 6 ea. Duplex Strainer to replace Pelton Type A Filter Assembly using Filter Element - Woodward Reference 07075-297 (Strainers shall include filters). All prices include shipping. SPECIFICATIONS: CLIN 0001 Drive Gear, 18 Tooth - The 18 tooth drive gear shall be American Governor Company part number 1447-834 or approved equivalent having 1.5 approximate diameter, 21/32 face height, wide series, and be constructed of delrin material. CLIN 0002 Thrust Bearing Assembly - Woodward part reference number 11002-69. CLIN 0003 Oilite Bushing - Woodward part reference number11002-65, or approved equivalent. CLIN 0004 Ballhead - Woodward part reference number 11002-63, or approved equivalent. CLIN 0005 Drive Gear, 12 Tooth - Speed switch drive gear, 12 teeth,.75 approximate diameter, 15/16 face height, wide series, delrin material, American Governor Company part number 1447-626 or approved equivalent. CLIN 0006 Lower Speeder Rod - Woodward part reference number 11002-70, or approved equivalent. CLIN 0007 Upper Speeder Rod - Woodward part reference number 11002-74, or approved equivalent. CLIN 0008 Ball Arm (High Speed) - Woodward part reference number 11002-64, or approved equivalent. CLIN 0009 Duplex Strainers - Strainers shall be made so that one side can be removed for cleaning and inspection while the other side remains in service. Strainers shall be equipped with manual change over valve suitable to replace Pelton Type A filter assembly (see drawing). Strainers shall also be able to adapt to existing pressure ports on Pelton governor. Strainers shall use filter element common with Woodward Reference #07075-297, reconditioned strainer assemblies will be allowed. Strainers shall include filters. Factory representative and/or a contractors service technician shall furnish instructions for recommended maintenance and maintenance procedures. 2 complete copies of the Operation and Maintenance Manual shall be required. The manuals shall include instructions on operation, maintenance, repair, troubleshooting, and warranty of the systems. They shall also include diagrams listing all essential system components, part numbers, and a list of recommended spare parts. Also included shall be the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased. The following identification shall be inscribed on the covers: OPERATING AND MAINTENANCE INSTRUCTIONS, Duplex Strainers, Little Goose Dam, Name of the Contractor, Contract Number. All parts shall be covered with a minimum one (1) year warranty. Delivery Date: All equipment shall be delivered FOB Destination TO: For CLIN 0001 through CLIN 0008: U.S. Army Corps of Engineers, McNary Lock and Dam, 82790 Devore Rd., Umatilla, OR 97882-1441. Delivery for CLIN 0009: U.S. Army Corps of Engineers, Little Goose Lock and Dam, 1001 Little Goose Dam Road, Dayton, WA 99328-8602. The contractor shall be responsible for packing and shipping the parts in a manner that will ensure undamaged and complete arrival at the projects. Deliveries are only allowed during normal business hours: Monday-Thursday 6:30 AM 5:00 PM, excluding holidays. Delivery for all CLINS shall be NLT six weeks after date of award. Central Contractor Registry (CCR) REGISTRATION REQUIRED Contractor MUST be registered on Central Contractor Registration (CCR) before an award can be made. IF NOT REGISTERED PLEASE VISIT www.ccr.gov. EVALUATION: Award will be made to the Lowest Priced Technically Acceptable Offeror. Note: In order to be considered for award, the Contractor shall submit sufficient descriptive literature such as illustrations, drawings, or specifications to demonstrate the equipment being proposed meets the requirements of this specification. PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3 (Alt 1), Offeror Representations and Certifications Commercial Items (please include completed copy). The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.222-3, 52.222-4, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-13, 52.232-33.
