- Description
- The intent of the project is to the intent of the project is to improve temperature control in tenant spaces by adding VAV boxes for zonal control. Work shall take place at the Gerald R. Ford Federal Building & U.S. Courthouse, 110 Michigan Street, NW, Grand Rapids, Michigan. The project shall generally consist of the conversion of the existing constant volume ventilation system to variable air volume (VAV) boxes and static pressure sensors to existing supply air ductwork. It requires installation of approximately eight (80) VAV boxes in the existing supply air distribution system. Each VAV box will receive its own direct digital control thermostat. In addition, the project will have a need for local ceiling structure asbestos abatement at each individual VAV box installation area. There will also be a requirement for installation of variable frequency drives (VFD) and controls on the existing main air handlers and return fans. All new control devices will be tied into the existing building automation system. Electrical work includes installation of new panels, switches, starters, line voltage power in conduit and transformers to power the mechanical components. The contractor is responsible for employing a testing and balancing firm to take air flow measurements before installation and after installation of VAV boxes near locations of VAV boxes. The estimated price range for this project is between $1,000,000 and $5,000,000. The North American Industrial Classification Systems (NAICS) code for this procurement is 238220 with a size standard of $13 million. The completion time for the base of this project is 200 calendar days. This procurement is unrestricted in accordance with the Small Business Competitiveness Demonstration Program and open to all business concerns. This is negotiated, best value procurement. Proposals will be evaluated on past performance and price. The solicitation will be available on or about July 30, 2008. A preproposal conference is tentatively scheduled for August 14, 2008 (actual information will be contained in the solicitation). Offerors will be responsible for downloading the solicitation and monitoring the FBO website for amendments, if any, to the solicitation. All responsive offers from responsible offerors will be considered. Small Disadvantaged, Women-Owned, HUBZone, Veteran-Owned, and Service Disable Veteran Owned Businesses are encouraged to submit proposals. Offers are to be submitted to a GSA office located in Chicago, IL (specific information will be contained in the solicitation).
