Description
The FAA Surveillance and Broadcast Office is responsible for implementing the Automatic Dependent Surveillance-Broadcast (ADS-B) system within the NAS for both essential and critical services by the year 2013. The FY08 Conference Report accompanying H.R. 3074 has provided additional funding to the ADS-B program "specifically to expedite air to air capabilities". FAA intends to utilize this funding to demonstrate ADS-B capabilities in the areas of surface conflict detection and cockpit alert capabilities. These goals are consistent with the National Transportation Safety Board's concern with runway safety and FAA's desire to stimulate early adoption of ADS-B by the Airlines. The purpose of this market survey is to assess industry interest in the following proposed FAA activity. FAA has an interest in identifying performance requirements supporting enhanced airport surface applications and conflict detection/alerting. It is believed that airlines operating out of specific airports have established relationships with avionics manufacturers. FAA proposes to award multiple agreements under FAA's Other Transaction Authority to selected cooperative teams of airlines and manufacturers to develop performance requirements for airport surface conflict alerting cockpit capabilities. These performance requirements are in support of RTCA SC-186 Work Group 1 "Application of Surface Conflict Management". The RTCA committee is tasked to develop operational requirements and minimum performance standards for ADS-B. The committee considers both airborne and ground user needs. The developed performance requirements would be included in the RTCA ADS-B MOPS for surface alerting. Identification of performance requirements would reduce ambiguity related to performance requirements and reduce risk, therefore allowing manufacturers to rapidly produce production ready avionics at lower costs. The teams would develop, test, and demonstrate designs at specific airports such as, but not limited to DFW, MIA, LGA, EWR, and IAH. The FAA would provide the ground infrastructure and environment to support TIS-B and ADS-R services. FAA plans to competitively solicit proposals in late July or early August. Agreements are projected to be in place by October 2008. Industry teams would be able to propose other airport locations, subject to availability of FAA infrastructure requirements. Proposals would be evaluated considering the most benefit received versus the cost expended and other defined criteria to assess what is in the best interest of the FAA. The SBS program office is planning an industry day in late August to present details of the plan and respond to questions. This market survey solicits the following information: 1.Indicated interest. 2.Overall feasibility of the approach 3.Confidence in forming cooperative teaming arrangements between airlines and manufacturers. 4.Team member aircraft equipage configurations (transponders, displays, cockpit bags) or projected equipages. 5.Perceived issues/hurdles.6.Questions for industry day.
