Central Tender No. (104/2008) INVITATION TO PREQUALIFY CONTRACTORS For Rehabilitation of the Northern Governorates Water Transmission System - Eastern Primary Transmission Project The Prequalification is Open for United states Construction Contractors The Ministry of Water and Irrigation (MWI)/ Water Authority of Jordan (WAJ), through the Ministry of Public Works and Housing/Government Tender directorate (GTD), is soliciting expression of interest and submission of the pre qualification information from qualified and experienced United States construction contractors to pre-qualify for a construction contract of Rehabilitation of the Northern Governorates Water Transmission System - Eastern Primary Transmission Project (Contract No. 104/2008/Central). Prospective contractors must qualify at a minimum based on their eligibility, required resources, financial capacity, and technical experience with projects of similar scope and magnitude as described in the pre-qualification documents. As a result of this exercise, the prequalified contractors will be invited to bid on the construction of Rehabilitation of the Northern Governorates Water Transmission System - Eastern Primary Transmission Project, Jordan. The construction works will be partially funded by a grant from the United States Agency for International Development (USAID) and partially by WAJ, and will be implemented and owned by WAJ on property owned by the Government of Jordan. 1. Project Description: The Northern Governorates Water Transmission System - Eastern Primary Transmission Project consists of the purchase, delivery, construction and pre-commissioning of a new pump station at Zatary and a new pipeline extending from the new Zatary pump station to the existing reservoir at Hofa. Specific components of the project are: - Construction of a new pump station at Zatary in Mafraq Governorate, that includes the construction of a pump house and installation of equipments including 4 new pumps (3 service and 1 standby) each of a720m3 /hr capacity. - Construction of a control building at the Zatary pump station. - Installation of piping, comprising of 1200 mm steel pump suction header and 1000 mm steel discharge header, at the Zatary pump station. - Civil and landscaping works at the Zatary pump station site. - Approximately 47,800 m of Ductile Iron Pipe pipeline and take-offs ranging in size from 700 mm to 1000mm diameter with air release valves, gate valves, butterfly valves, and wash outs. - General Packet Radio Service (GPRS) based telemetry system between the Zatary pump station and Hofa reservoir including intermediate control points. 2. The anticipated contract value is above US$ 40.0 million. 3. Interested Contractors may obtain, at no cost, the prequalification questionnaire beginning on 09/07/2008 by downloading it from the GTD official website: www.gtd.gov.jo 4. The last date for obtaining the prequalification documents is 23/07/2008, close of business at 3 PM Jordan local time. 5. Inquiries related to the prequalification questionnaire should be sent to GTD Director General Chairman of the Central Tenders Committee via fax or e-mail to the following address before 31/07/2008. Interested contractors are requested to follow up regarding the issuance of any addenda to the Prequalification Document or answers to inquires through GTD official website. The Prequalification Application will be evaluated under the evaluation criteria set forth in the Prequalification Questionnaire. 7. The Employer has the right to cancel the Prequalification Process without bearing any financial or legal obligation. 8. The last date for submission of the Prequalification will be no later than 12:00 hours (Jordan Local Time) on 21/08/2008 to GTD at the address mentioned above. A public opening to acknowledge receipt of the submission will be held at 1400 hours on the same date in the same venue in the presence of applicants or their representatives who can choose to attend and will be transmitted live (audio and video) on the above GTD official website. 9. Selection for prequalification shall not constitute an obligation on the Central Tenders Committee to award of contract, which will only be determined later through an evaluation of tender bids from prequalified firms. 10. Please be advised that in the past some firms have experienced delays with international air courier services. These delays are not uncommon and normally a result of packages being held by customs. Qualification packages received after the closing date and time will not be accepted. In the event prospective contractors elect to utilize the service of an independent local courier to deliver the pre-qualification package, please be certain that he/she understands that the prospective contractor must submit their documentation to the above no later than the time and due date mentioned above.
