Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Under the authority of Federal Acquisition Regulation (FAR) SubPart 6.2-Full and Open Competition After Exclusion of Sources, the U.S. Office of Personnel Management (OPM) intends to award a sole source purchase order to Jane Pender. The Federal Executive Institute (FEI) requires immediate temporary services of a person with current working knowledge of the intricate details the FEI business processes while additional full time Program Managers are recruited and trained. Ms. Pender retired from the FEI with over 20 years direct experience. Ms. Pender has the knowledge, skills and abilities to immediately step into the role of Program Manager to allow for the uninterrupted continuation of services. Duties and Responsibilities: Manage the delivery of open enrollment courses and programs held at FEI following program standard operating procedures. These duties include but are not limited to: Reproduce and make ready for program participants and facilitators course notebooks and other handout and informational materials; Prepare and distribute set up requirements for all classrooms and areas used for programs after consultation with faculty program directors and adjuncts; Assign participants to small teams, if required. Coordinate with facilitators; Conduct registration activities for incoming program participants including assignment of bedrooms. Welcome program participants. Make special room and meal arrangements; Assist faculty, adjuncts and participants during the program ensuring course materials and handouts are delivered on time; Ensure that services and materials needed to support the program are ready and delivered on time; Participate in pre and post program meetings; Provide other program support and delivery duties as may be needed; Advise the Director of problems or issues presented by program participants or adjunct faculty; Advise the Director and faculty on ways to improve program delivery and effectiveness; Assist the Registrar with the following: Assign participants to specific programs; and Collect payments for programs delivered from agency financial or training offices. Length of Contract: The contract shall commence July 28, 2008 and expire December 31, 2008. Estimated number of hours: The total number of hours for this contract shall not exceed 1000 unless extended by mutual agreement. The number of hours worked in a week or for a program will vary depending on the program. No more than 40 hours in a week are anticipated. This notice does not constitute a formal solicitation, nor is it to be considered as a Request for Quotation (RFQ) or Request for Proposal (RFP). No solicitation document is available. Telephone and facsimile request will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice shall show clear and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
