Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Department of Housing and Urban Development (HUD), Chicago Contracting Field Operations Branch, is issuing Request for Quotations (RFQ) Number Q8CSAAC0028 in support of the HUD Denver Homeownership Center. The proposed Quoter/Offeror will provide On-Site Interior and Exterior Field Review of Appraisal Services in the State of California – Geographic Area: Northern Counties of Amador, Butte, Colusa, El Dorado, Glenn, Lake, Napa, Nevada, Placer, Sacramento, San Joaquin, Sierra, Solano, Sutter, Yolo and Yuba, for the U.S. Department of Housing and Urban Development (HUD) Santa Ana Homeownership Center (SAHOC). The Quoter/Offeror must be able to cover the entire geographical area. This procurement is issued under the Simplified Acquisition Procedures (SAP) FAR Part 13, (Not-to-Exceed $100,000). The purchase order requirements are as stated, but not limited to the following: FHA appraisal cases will be assigned to the contractor. For each case assigned, the contractor shall inspect the property and return a completed Appraisal Review Report (ARR), to HUD via FHA Connection Web Based System followed by a mailed hard copy to be received no later than 20 calendar days after the date received. For detailed information regarding the required services, see the Statement of Work included in the supplemental documentation, which is available for download on the HUD website at: http://www.hud.gov/offices/cop/contract.cfm. Quotes will be accepted only from appraisers on the FHA Roster. For more information about placement on the roster, please see the HUD website at: http://www.hud.gov/offices/hsg/sfh/appr/apr_rost.cfm. Successful Quoters/Offerors must be registered in the Central Contractor Registration system at: http://www.ccr.gov. This is a Requirements contract as defined at Subpart 16.503 of the Federal Acquisition Regulations (FAR) and in FAR 52.216-21, Requirements, herein. Services provided by the Contractor under this contract shall be secured by the issuance of delivery orders placed in accordance with the Statement of Work and FAR clauses 52.216-18 Delivery Order Limitation. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 531320, and the Size Standard is $2.0 million average receipts during the last three (3) years. Special Announcement: This notice will be posted on HUD's Internet Home Page since HUD posts all required notices of its contracting opportunities at http://www.hud.gov/offices/cpo/contract.cfm Potential Offerors who download copies of solicitations from HUD's Home Page Contracting Opportunities will not automatically receive any amendments to those solicitations. You are advised to check back frequently to see if HUD has issued any amendments to solicitations you have obtained. All amendments will be posted on the HUD's Home Page Contracting Opportunities site. Quoters/Offerors should carefully review the entire RFQ prior to the submission of a quotation. The RFQ consists of the following sections: Standard Form 18 - Request for Quotations Supplies or Services/Prices/Costs Statement of Work Administrative Provisions Simplified Acquisition Procedures (SAP) Provisions and Clauses for the Purchase of Services and Supplies over $3,000 Factors for Award Instructions for Preparing and Submitting Quotations Please submit a brief statement addressing the selection criteria as stated in the solicitation. Quoters/Offerors must provide a clear and legible Tax Identification Number for payment purposes. Quoters/Offerors may submit one hard copy of the quotation with original signatures and submit an electronic version compatible with the Department’s hardware/software via email to the address above. If the Quoter/Offeror elects not to submit its proposal by one hard copy and electronic means, then the Offeror must submit the one hard copy with original signatures and one extra hard copy. Submissions are due August 12, 2008 by 4:00 PM local time. Jackson, Room 2517 Chicago, Illinois 60604-3507 Please note that Quoters/Offerors are no longer asked to submit certifications and representations with their offer. Instead, Quoters/Offerors should enter that information in the ORCA database at http://orca.bpn.gov (see FAR 52.204-8, page 2 of enclosed SAP Provisions and Clauses). Registration in ORCA is mandatory before an award can be made to any Quoter/Offeror. The Contracting Officer will issue an order to the responsible Offeror whose submission will be most advantageous and offers the overall best value to the Government, price and other factors considered. HUD may issue an order to other than the lowest priced submitter. HUD will consider the offers for the two (2) option years as well as the base year, in determining the best price.
