Description
INVITATION FOR BID (IFB) The Bureau of Indian Affairs (BIA), Rocky Mountain Region (RMR) is seeking potential contractors for a firm-fixed priced, design-build construction remodeling and alteration contract for Building No. 69-Adult Jail Facility at the BIA Fort Peck Agency in Poplar, Montana on the Fort Peck Indian Reservation. REQUIREMENT: Contractor to provide all labor, materials and equipment needed for the design-build of deficient items in the attached Statemen of Work, Plans and Specifications and Program of Requirements document. The estimated procurement range for this requirement is between $500,000 to $1,000,000. This solicitation is unrestricted and is being solicited to all open market sources. Performance and Payment Bonds and Certificates of Insurance are required prior to award for 100% of the contract award. The estimated design period is 75-days with an estimated 160-days for construction, totaling 235 days from date of award and issuance of a Notice-To-Proceed. The North American Industrial Classification System (NAICS) Code is 236220. The Davis-Bacon Act, Wage Determination Decision Number MT080003 02/08/2008 MT3 for Building Construction in Roosevelt County in the State of Montana shall be applicable for wage rates issued under this contract. Prior to Award, contractors must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov; be registered with Dun and Bradstreet at http://www.dnb.com and complete their Online Representations and Certifications Application (ORCA) at www.orca.gov. MAILING AND CLOSING DATE FOR RECEIPT OF PROPOSALS: Due date is 1:00 pm on Thursday, August 27, 2008. Solicitation packages must be received prior to the closing date and time. FAXED PROPOSALS WILL NOT BE ACCEPTED. Award will be made to the contractor whose subsequent offeror is the most cost-effective and advantageous to the Government in terms of cost. Due to the level of Security Restrictions at the Facility, Contractors may have limited interaction with inmates, therefore the contractor will be responsible for site clean-up daily and securely store all equipment, materials and supplies to ensure a safe work environment.
