Description
My name is Betty Hoge. I am a Contract Specialist for the Defense Energy Support Center (DESC), a branch of the Defense Logistics Agency (DLA), in San Antonio, Texas. In the near future we will be issuing a solicitation for gaseous helium used by the U. S. military in the Middle East. Through this market research, I am seeking sources - names of contractors and their points of contact who are interested in submitting offers for this requirement. The helium specifications are as follows: Type 1, Grade A (99.995% purity) gaseous helium IAW MIL-PRF-27407C, dated 29 Nov 2007. The estimated volume for the 4.5 year performance period (01 April 2009 to 30 Sep 2013) is 453,600 cubic meters. Delivery is FOB origin. The contractor will fill Government owned tube trailers and High Pressure Cylinder Assemblies (HPCAs) with helium and, after inspection and acceptance, provide ground transportation to the nearest military aerial port, where we will airlift the full trailers and/or HPCAs to a central location in Baghdad. We will also airlift the empty trailers/HPCAs from Baghdad to the nearest military aerial port where the helium contractor will pick them up, make needed repairs, fill them, and store them until notified to deliver the helium filled tube trailers or HPCAs back to the military aerial port. We will, in effect, create a helium supply chain to Iraq. Inspection, repair, and maintenance of the Government owned tube trailers and HPCAs will be included in the requirement, as well as hydrostatic or acoustic testing of out-of-test trailer tubes and HPCA cylinders. The contractor will be responsible for round trip ground transportation of full trailers/HPCAs from the contractor's facility to the nearest military aerial port and empty trailers/HPCAs from the aerial port to the contractor's facility. The contractor will be required to securely store approximately (not to exceed) 12 full tube trailers and 18 full HPCAs until notified by the Contracting Officer, or appointed representative, to transport them to the designated port. The anticipated timeframe for release of the Request for Proposal (RFP) is between late September 2008 and early October 2008.
