Description
The U.S. Army Corps of Engineers, New England District is issuing a solicitation for a construction project for Environmental Restoration of the Mill River and Mill Pond, Stamford, Connecticut. The estimated construction cost is between $5,000,000 and $10,000,000. Mill River is the lower reach of the Rippowam River that flows through the center of the city of Stamford, Connecticut and empties into Long Island Sound. The purpose of this project is to restore the aquatic and riparian resources of the Mill River to a healthy, viable, and self-maintaining river system, including restoration of anadromous fish passage. Within the project area, the rivers ecosystem is degraded with a ten-foot concrete dam, a sediment laden impoundment, concrete walls bordering the river that eliminate riparian habitat, filled inter-tidal marshes invaded by phragmites, and invasive plant species impacting riparian areas. Restoration measures include: dewatering the Mill Pond using 35,000 square feet of sheet piling; demolition of the 10-foot high, 140-foot long, concrete dam upstream of Main Street; removal of 2,200 linear feet of concrete wall, averaging 10 feet in height, bordering the Mill Pond; associated demolition of pavement, trees and walkways; and removal of over 1,000 tons of mass concrete under the Pulaski Street Bridge. Work also includes: excavation and disposal off-site of approximately 5,800 cubic yards of sediment behind the dam; moving and grading of approximately 20,000 cubic yards of clean material at the Mill Pond site; and excavation and disposal off-site of 3,300 cubic yards of organic material. In addition, 1.5 acres of the riparian corridor will be restored through removal of exotic and invasive plant species and planting of native riparian vegetation (grasses, bushes and trees) and 1,100 feet of river channel in the Mill Pond reach will be restored with a natural riffle/pool sequence of river stone. Construction is expected to begin in the winter of 2009. The estimated issue date for this procurement is on or about 25 July 2008. Interested bidders can download the solicitation via the Federal Business opportunities website (www.fbo.gov). The due date for the bid will be stated in the solicitation. All response sources may submit a bid for consideration by the New England District.
