Description
This is a combined synopsis/solicitation for a 100% Small Business Set-aside for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NAAN7944-8-37793 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 512110. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aquaculture Program Office (APO) requires film, video and photo production services focused on natural resource management. The NOAA Aquaculture Program is seeking the production of a range of video-related public outreach and communications products. The purpose of the video products is to deliver useful, accurate, and relevant information to audiences regarding marine aquaculture and to increase public awareness and understanding of the role of marine aquaculture in the United States. Aquaculture, also known as fish and shellfish farming, is a critical component of the U.S. seafood supply. The video productions would be a cohesive collection of long and short video pieces and other products that would be used to help educate the public on the value and importance of domestic aquaculture production as a complement the nation's wild fisheries. The products would also highlight the far-reaching uses of aquaculture techniques in everything from commercial salmon hatcheries to enhancement of recreational fisheries to endangered species restoration. Each video completed as part of this overall project must tell a concise story and convey a message that makes sense to the average high school student. Topics will include newsworthy events, scientific and technological breakthroughs; the relationship of aquaculture to fishing; descriptions of techniques used to farm various marine aquaculture species; myths and misperceptions of aquaculture; the benefits and challenges associated with aquaculture; and other topics as approved by NOAA. All of the deliverables under this contract will require the contractor to take direction from and work closely with program staff on each project described below. The contractor must also use cost efficient production techniques and approaches to ensure that as much work as possible is transferable to other projects in this contract (i.e., the video captured for the full length production can also be used in the b-roll and streaming videos). The contractor must also demonstrate recent experience in completing projects similar to the deliverables listed below within budget and on time. The resulting purchase order shall be awarded on a best value basis and negotiated on a firm fixed price. Period of Performance: September 2, 2008 to September 30, 2010. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26.
