Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal under solicitation number W912KC-08-R-0500. The synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-05-16. Set-aside for small business with 541490 with a small business size standard of $6.5. There will be one line item #0001 with explanation of requirements. STATEMENT OF WORK FOR AUDIO VISUAL DESIGN AND INSTALL FOR USPFO FOR PA, FORT INDIANTOWN GAP, ANNVILLE, PA 17003. Unless specifically stated, performance objectives are considered applicable for all phases of the installation. Based on a 2-phase project installation plan. Phase 1 will provide a solution for building 8-80. Phase II will provide a solution for building 8-71 dining facility. The intent is to design and install a system that provides superior audio and visual presentation that is easily operated and requires minimal technical training. Rooms should be able to be controlled in a centralized or decentralized manner. Primary centralized control for phase 1 will be offered through the existing control room. Primary centralized control for phase 2 will be offered from an agreed upon location within building 8-71. Phase 1, provide an integrated solution for audio visual distribution including the multi-purpose room, room 119, Ernie Room, Auditorium, Front lobby, lower lobby, centralized control will be facilitated through the existing audio visual control room. Phase II, provide an integrated solution for audio visual distribution including main DFAC (dining facility), DFAC left, DFAC left classroom, DFAC right, DFAC right classroom. Perform sound measurement checks to determine existing acoustics in each room. Identify existing hardware that should be removed or re-used. Provide a solution that facilitates decentralized operations; each room should have controls for sound and visual and the ability to easily facilitate inputs from ancillary devices such as MP3, CD, DVD, Blue Ray Disk, microphone, laptop, or future developed equipment that utilizes standard inputs such as USB, HDMI, SVID, etc. The system will be capable of connecting to the 166th server and thin client system to facilitate remote monitoring and control. Application software and potential recurring costs will be identified. Recommended upgrade timelines and potential budget considerations will be identified. Both a minimal and an optimal architecture will be identified if practical along with a list of required materials. An overview of the current and desired state will be included in the requirements document. Application software requirements will be identified with a focus on future demands and flexibility. Continuing maintenance requirements will be identified. Identify all additional power and connectivity requirements and their locations. Environmental requirements will be identified. Training requirements for 166th personnel and potential outside agencies will be identified. Identify all additional power and connectivity requirements and their locations. Interviews with related client staff will be conducted using methods to include in-persion sessions, phone discussion. Support and maintenance needs for the solution architecture environment will be detailed. Other environment desired state considerations will be addressed in the requirements document and could include training collaboration technology such as a portal, extension of the environment outside of the 166th Regiment site, etc. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most adventageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1). Technical capability of the item offered to meet the Government requirement, understanding the SOW and specific tasks, (2). References and evidence of past performance, (3).Cost, (4). Simplicity of use for end users, (5). Amount of training required to manage system, (6). Adaptability of the system to meet future needs. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Offerors must include a completed copy of the provision at 52.213-3, Offerors Representations and Certifications-Commercial Items, with offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. Contract award shall be made to the responsible offeror whose offer, in conforming to this combined synopsis/solicitation, provides an overall best value to the Government. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Between proposals/offers that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful offeror. The vendor will provide a Program Manager who will provide day to day management and function as the single point of contact for the Government, with direct communications (no electronic answering number) Monday through Friday during normal working hours (7:30AM to 4:30PM) eastern standard time. This point of contact will provide same day responses to Government inquiries as required. USPFO will appoint a contracting officer who will be the sole Government point of contact for contractual matters. USPFO will also appoint a COR (Contracting Officers Representative) for the oversight of design and installation of the specific tasks.
