Description
DESC: The Air Force Flight Test Center (AFFTC), 412 Test Engineering Group (TENG), Edwards AFB, CA intends to award a new 5-year, non-commercial ID/IQ hybrid contract (FA9302-08-D-0006) with a firm-fixed-price, time & materials, and labor hour contract to L-3 Communications Corporation, Telemetry - East Division, 1515 Grundy’s Lane, Bristol, PA 19007-1506 under Federal Acquisition Regulation (FAR) Part 15, and Part 6 using other than full and open competition based on Authority: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-l (a)(2)(iii)(B) them being the only manufacturer of the NSA Certified Telemetry Support Packages. The NAICS code is 334220. REQUIREMENTS The following telemetry data units must be NSA certified: ISM-1000 – This device is a complete Telemetry Data Encryption unit designed primarily for the robust environments anticipated with Launch Vehicle and Weapon Systems flight test applications. It is an NSA certified INFOSEC product designed to integrate the KGV-135A Encryptor device into an Airborne Digital Data System. It must be capable of both 135A and 68B based missions and must be compatible with existing KUTA class equipment and KGV-68B/135A based systems, accepting Crypto Key Fill from COMSEC fill devices such as the KOI-18 and KYK-13. The ISM-1000 must be able to operate across the Plain Text and Cipher Text domains and must be characterized for TEMPEST requirements. It must be able to provide filtering, shielding and signal return isolation. In addition, it must be able to provide the necessary support power for the PCM Encoder Data Source, as well as the associated Telemetry Transmitter. KGR 68B – This device is a rack mounted Telemetry Decryption device suitable for use in a Telemetry Ground Receiving Station. It is an NSA certified INFOSEC product and must be able to decrypt synchronous serial data at rates from 10 Kbps to 50 Mbps. It is designed around the KGV-68B Encryptor device and is cryptographically compatible with KGV-68 and KGV-68B based systems/equipment. The KGR-68B must be able to offer Operate/Bypass functionality, full key zeroize capabilities, Go/No Go key validations, and must maintain key retention in cases where power disruption is experienced. The KGR-68B must be able to accept a key fill from any CSESD-11 compatible fill device, such as the KOI-18 or KYK-13. KGR-135A – This device is a rack mounted Telemetry Decryption device suitable for use in a Telemetry Ground Receiving Station. It is an NSA certified INFOSEC product capable of decrypting synchronous serial data at rates from 10 Kbps to 50+ Mbps. It is designed around the KGV-135A Encryptor device and must be cryptographically compatible with KGV-135A, KGV-68 and KGV-68B based systems/equipment. The KGR-135A has a built in “Smart Key” feature, which automatically recognizes the crypto key installed. Whether 68B or 135A based key, the KGR must auto recognize the key type and provide an electronic indication confirming key type to the User. This product must also have the capability to Operate/Bypass functionality, full key zeroize capabilities, Go/No Go key validations, and will maintain key retention in cases where power disruption is experienced. The KGR-135A must be able to accept a key fill from any CSESD-11 compatible fill device, such as the KOI-18 or KYK-13. SP 10-68B – This model SP10-68B is a complete Telemetry Data Encryption unit designed primarily for aircraft flight test use. It is an NSA certified INFOSEC product and is compatible with existing KUTA or THORNTON class equipment, as well as KGV-68 and KGV-68B based equipment. It must be able to accept Crypto Key Fill from COMSEC fill devices such as the KOI-18 and KYK-13. It must be able to operate across the Plain Text and Encrypted Text domains and is thus characterized for TEMPEST requirements. It must meet these requirements by means of filtering, shielding and signal return isolation. In addition, it must be able to provide the necessary support power for the PCM Encoder Data Source, as well as the associated Telemetry Transmitter. Other functions include provisions for erasing the Crypto Key, automatic disabling of the Telemetry Transmitter Power during the Crypto Key fill operation, and filtering of the encrypted output signal suitable for transmission. The SP10-68B is a suitable replacement for older SP6 devices. SP 10-135A - The model SP10-135A is a complete Telemetry Data Encryption unit that is designed primarily for aircraft flight test use. It is an NSA certified INFOSEC product and is compatible with existing KUTA or THORNTON class equipment, as well as KGV-135A based equipment. It accepts Crypto Key Fill from COMSEC fill devices such as the KOI-18 and KYK-13. It operates across the Plain Text and Encrypted Text domains and is thus characterized for TEMPEST requirements. It must be able to meet these requirements by means of filtering, shielding and signal return isolation. In addition, it must provide the necessary support power for the PCM Encoder Data Source, as well as the associated Telemetry Transmitter. Other functions include provisions for erasing the Crypto Key, automatic disabling of the Telemetry Transmitter Power during the Crypto Key fill operation, and filtering of the encrypted output signal suitable for transmission. REM/UREM Upgrades - The KIV-22 Upgraded Range Encryption Module (UREM) is an NSA certified INFOSEC unit that provides high-speed, half-duplex encryption and decryption capability. The KIV-22 is designed for applications requiring burst mode bi-directional digital data transfers such as Time Division Multiple Access (TDMA) systems. The KIV-22 incorporates a Crypto Modern, software reprogrammable; encryption engine (certified Harris Sierra II). The UREM is capable of providing multiple security levels of data up to TOP SECRET and may be deployed aboard ground and airborne platforms, meeting military airborne environment requirements. The contract shall include maintenance/repair, upgrade enhancement and technical support for all models mentioned in preceding paragraphs. Ship Date: 180 Days ARO.
