Description
Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 10 calendar days from the date of this synopsis. The U.S. Geological Survey, Geologic Discipline, Denver, CO is conducting the assessment of the potential impacts of treated wastewater on the waterproofing of northern shovelers and other duck species affected during the 2007 die-off. These services shall include use of research expertise in chemical analytical determinations, particularly in liquid chromatography mass spectrometry (LCMS), management of the associated data and assistance in preparation of reports/manuscripts related to the study, and co-authorship, where appropriate, on peer-reviewed journals and reports generated from this project. To accomplish this goal, expertise in completing the following objectives shall be met: 1) extensive knowledge and experience in chemical analytical methodologies, including: multiple solvent extractions; Fourier transform infrared spectrometry (FT-IR); gas chromatography with mass spectral detection (GSMS); liquid chromatography with mass spectral detection (LCMS); inductively coupled argon plasma/atomic emission/atomic absorption spectroscopy (ICP/AES/AAS); and ion chromatography (IC); 2) prior research experience with feather rinsate solvent extractions and chemical determinations; and 3) chemical data collection, collation and collaborative assistance in interpretation of chemical laboratory results. Based on the information at this time, and in accordance with 41 U.S.C. 253(1), implemented by FAR 5.302-1, the government considers the services specified as a sole source from the Chemir Analytical Services, 2672 Metro Blvd, Maryland Heights, Missouri, and proposes to negotiate a contract with the firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Governments only official notice of this procurement.
