Description
The US Department of Agriculture, Animal and Plant Health Inspection Services (APHIS) Wildlife Service Division will be soliciting for a fiberglass (no wood construction) skiff capable of supporting an ATV (approximately ¼” sides and 3/8” bottom) with a complete navigation system and a 200 HP 4 stroke motor. Combined Synopsis Solicitation Fiberglass Boat (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Request for quote AG-6395-S-08-0088 (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 June 12th, 2008. See http://www.arnet.gov/far/loadmainre.html. (iv) This solicitation is restricted to small businesses. The applicable NAICS code of 336612 and a size standard of less than 500 employees. (v-vi) The purpose of this solicitation is to order a fiberglass skiff watercraft for the transportation of traps, ATV’s, and other equipment and personnel working on wildlife control projects located in remote marshes and wetlands that have no road access and are located miles from boat launches. A complete copy of the specifications is included as an attachment. (vii) Delivery will be six (6) months after contract award. FOB Destination to the following location: 2145 Key Wallace Drive Cambridge, MD 21613 (viii) Provision at 52.212-1, Instructions to Offerors—Commercial Items (Nov 2007), applies to this acquisition with the following change made to f(2)(i) the last “and” is changed to “or.” (ix) Provision at 52.212-2, Evaluation—Commercial Items does not apply to this acquisition. This is a best value low priced technically acceptable acquisition using FAR 13.106-2 evaluation procedures. If you are quoting other than the name brand; ensure that you provide sufficient information to evaluate equivalency. (x) Offerors shall complete at 52.212-3, Offeror Representations and Certifications—Commercial Items and submit a copy of the representation with its offer. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition with the following FAR clauses (referenced numerically) selected: b:5(i), 15, 16, 17, 18, 19, 21, 24, 29, 31, 36. (xiii) The following Federal Acquisition Regulations apply to this purchase: 52.211-6 Name Brand or Equal. The following Agriculture Acquisition Regulations (48 CFR Chapter 4 401-453) apply to this purchase: provision 452.219-70 Size Standard and NAICS Code Information (see iv above). Clauses 452.211-73 Attachment to Statement of Work/Specifications and 454.246-70 Inspection and Acceptance with the following text added: Inspection and Acceptance will occur at delivery location.
