- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to enter into negotiations on a non-competitive basis with Hydraulics International, Inc. (HII), Chatsworth, CA. The Government intends to procure spare parts to provide interim support for the Fluid Servicing Units (FSUs), PNs 061475-100, 061477-100, 061479-100, and 061481-100 under the authority of 10 USC 2304(c)(1), FAR 6.302-1, as HII is the original equipment manufacturer (OEM) and sole source designer and manufacturer of the FSUs. The FSUs, which consist of the Aircraft Engine Oil Fill Unit for dispensing MIL-PRF-23699, the Aircraft Transmission Fluid Fill Unit for dispensing DOD-PRF-85734, the Aircraft Tail Rotor Transmission Fill Unit for dispensing MIL-PRF-21260 and the Hydraulic Fluid Servicing Unit for dispensing MIL-PRF-83282 (hereafter referred to as the FSUs), are handheld manually pumped servicing units capable of providing fluid at adequate pressures to “top off” or fill hydraulic, engine oil, gearbox and other fluid reservoirs. The FSUs replace the existing fluid servicing units with a family of servicing units that will provide continued fleet support as well as provide fleet servicing unit refill options. The FSUs are being procured to replace all applications of the PON-6 and HSU-1 units with servicing units that are less liable for cross fluid contamination, ergonomic, less costly to procure, support and repair and designed in such a way as to provide uniqueness to each type to eliminate the possibility of user error. HII is currently under contract with the U.S. Navy to produce the FSUs. HII is the designer, developer, and OEM of the FSUs. They are the only known source to have spare parts available to meet the time constraints and short deadline requirement to fulfill the program requirements for support and meet Initial Operating Capability (IOC). This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
