Description
Description of the requirement: IIP is producing high-quality multimedia material as an integral part of America.gov, the site developed by the State Department to use new media and video to reach foreign audiences with information on U.S. policy, culture, and values. To that end, IIP requires access to a robust film archive and licensing company with resources that cover the range of subjects on America.gov. Given daily publishing needs, the archive of multimedia and video products must be available for download over the Internet, and the owner must be able to grant full broadcast rights in perpetuity. Location will be at Vendor's facility and Vendor must be abel to do shoots onsite. Statement of Work: IIP requires the following services: 1.A Web-accessible commercial multi-media library that permits Bureau staff to search, download, license and manage film and animation files. 2.The multi-media library should consist of “commercial” footage rather than “current affairs” or “news” footage. 3.The Multi-media library should cover at least 1,000 topics and should have a minimum of 150,000 digitized files. 4.The files should be available in both High Definition (HD D5 10-bit HD 1080) and Standard definition 720*540 as well as various Internet appropriate formats including.mov., AVI, MPEG 1 and MPEG2 at 30 frames per second. 5.The vender must have multi-platform offerings which include music, photographs, photo assignment, rights & clearances, editorial and/or celebrity images. 6.The vender should have research staff available over telephone and email for consultation. 7.The license should include the right for IIP to distribute the product in its final form in all media known throughout the world in Perpetuity. The license should cover the following uses: •Website – America.Gov – includes streaming video •Educational/informational Video Broadcast TV •Educational/Informational PSA for Foreign Broadcast TV via Embassies •Educational/Informational video décor – Embassy Lobby displays •Editorial DVD
