- The Department of Health and Human Services (DHHS) intends to negotiate with the Board on Health Sciences Policy, Institute of Medicine, a non-profit organization, on a sole source basis, to become a member of the Forum on Medical and Public Health Preparedness for Catastrophic Events. The period of performance will be the date of award through March 31, 2009. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. As called for in the Presidential Homeland Security Presidential Directive 21, the Institute of Medicine (IOM) has established a Forum on Medical and Public Health Preparedness for Catastrophic Events (the “Forum”). The Forum is designed to provide its members with a venue for exchanging information and presenting individual views, and allow a structured opportunity for dialogue and discussion while scrutinizing critical and possibly contentious scientific and policy issues. Representatives from government, industry, professional societies, foundations, academia, and other interested parties are expected to serve on the Forum, which will convene three times a year to confer on subject areas of mutual interest and concern. AHRQ would like to become a member of this forum through the purchase of a membership. By purchasing this membership, AHRQ, along with the other organizations, will play a unique role in developing a national strategy for public health awareness. As a key player in developing strategies and tools for public health awareness, AHRQ already has the distinction of being the administrators of a significant portion of contracts that develop plans and different approaches in the event of a catastrophe. AHRQ should be involved in this forum which will promote open discussion of existing systems and lessons learned form previous catastrophic events, and identify areas of improvement. Several areas have been identified as critical to ensuring adequate medical preparedness. These topics fall within five broad categories: (1) Communication and Cooperation; (2) Personal and Community Resilience; (3) Preparedness of Infrastructure Needs; (4) Medical and Public Health Response; and (5) Evaluation of Existing Systems. The Institute of Medicine established the Forum on Medical and Public Health Preparedness for Catastrophic Events as called for in the Presidential Homeland Security Presidential Directive 21. IOM is the organization that Homeland Security named to organize and convene this forum. IOM is the only organization named to convene this forum and it is the only source that is bringing together stakeholders at this level to have a dialogue on preparedness issues for the health of our nation in the event that a catastrophic event occurs. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive quotes. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
