Description
The Wiesbaden Contracting Center intends to award a commercial IDIQ Requirements Labor-Hour follow-on contract for non-personal Advanced Geosptial Intelligence (AGI) and Measurement and Signature Intelligence (MASINT) Support Services for the 66th MI Brigade. Place of Performance:Approximately 13 positions in Darmstadt, Germany and 1 (AGI Analyst) in Molesworth, UK. Planned Performance Work Statement Summary: The contractor shall provide nonpersonal services for intelligence support consisting of AGI and MASINT processing, exploitation, dissemination, analysis, operations and planning, and collection,. The contractor shall provide personnel, management, and any other items and services not government furnished, necessary to provide the AGI and MASINT support to the 66th MI Brigade, as defined in this contract, at specified locations in the European Command (EUCOM)/Africa Command (AFRICOM) Area of Responsibility (AOR). The 66th MI Brigade provides intelligence support to all units in the European and African theaters and provides oversight and staff supervision of subordinate intelligence organizations and activities. The contractor shall provide capabilities to enhance 66th MI Brigades AGI and MASINT intelligence operations. The contractor shall perform to the standards of work specified in this contract. The required support consists of AGI and MASINT processing, exploitation, dissemination, analysis, operations and planning, and collection. Support is required at multiple locations to include Darmstadt and Wiesbaden in Germany and Molesworth in the UK. The contract personnel will utilize the governments provided AGI MASINT Requirement Dissemination System (AMRDS) for producing AGI/MASINT reports. Raw data and target information will be found and the contractor personnel will select the next job to do based on requirement priority. The contractor personnel will process, exploit, and analysis the data and produce a report and any required graphic(s) to support the report. The draft report will be placed in the Tech Quality Control (QC). The report will be Tech QC for adherence to security and analytical standards. If deficiencies are found, the report will be returned to the author for correction and resubmission. Contractor personnel will also be required to provide technical input to the tasking and employment of collection systems through AMRDS. Support to intelligence operations includes collection management; requirements and taskings; processing; exploitation; dissemination; training; and collection. Travel will be required in some cases. Individuals must comply with host nation and Status of Forces (SOFA) requirements, such as Analytical Support Status Accreditation (ASSA) for work in Germany. Periods of Perfomance: The contract will be for a base year, which includes of a 2-month mobilization phase in period, and two option years. Anticipated start date for mobilization is Sept. 27, 2008. Security Clearances:Active Top Secret Security/Sensitive Compartmented Information clearances are required. Due to this requirements, offers received from other than US contractors will not be considered. Timeline:The solicitation will be issued on or around July 29, 2008 with quotes due no later than August 19, 2008.
