- The Department of Health and Human Services (DHHS) intends to negotiate with the National Business Group on Health, a non-profit organization, on a sole source basis, to develop a training program for use of the Employee Assistant Programs (EAP) Toolkit. The period of performance will be from September 30, 2008 through September 29, 2009. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The Substance Abuse and Mental Health Services Administration, through the Center for Mental Health Services (CMHS) has recognized that private and public sector companies and entities employ the majority of all Americans. Many of these employers provide evaluation, counseling and referral services through Employee Assistance Programs (EAPs) for employees and family members who experience mental health dysfunction or who have mental illness. Consistent with a public health model, CMHS works to ensure that the quality of the services provided by these employers is consistent and of the highest possible caliber. This has included CMHS support of the development of a recently completed Employee Assistance Program Toolkit. While development of the EAP Toolkit represents an important contribution to the field in terms of best practices CMHS recognizes that timely development of related training programs will facilitate speedy adoption and use of these best practices. The National Business Group on Health produced the EAP toolkit. They have the staff expertise and have unique knowledge of the content of the EAP toolkit, and therefore are in the unique position to develop the training for the EAP toolkit. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive quotes. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
