- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and test procedures in FAR Subpart 13.5, as supplemented with additional information included in this notice. The solicitation N6258308P0104 is issued as a request for proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is a Total Small Business Set-aside. The applicable NAICS code is 332311, and the small business size standard is 500 employees. The proposed contract will be a Firm Fixed Price, Commercial Service contract. This requirement is for a Portable Maintenance Facility (PMF) system which is a portable full-containment system developed to support various industrial maintenance activities performed on rotary wing aircraft. One configuration of the PMF system employs off the shelf equipment used in the stripping and painting of aircraft. This configuration is a portable booth capable of supporting both plastic media blasting (PMB) and aircraft painting, as detailed in the attached scope of work. Contract period of performance, delivery and acceptance information is included in the scope of work, section 3.0. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. CONTENT & ORGANIZATION OF PROPOSAL:Proposals submitted in response to the solicitation shall be formatted as follows and furnished in the number of copies stated herein. The documentation should be provided in volumes that are formatted as described below: Volume: Title: Number of Copies:I Factor 1 Past Performance 3II Factor 2 - Price 1 Offeror(s) shall submit proposal copies as follows: Volume I One (1) electronic copy, and two (2) paper copies organized by evaluation factor, with contents as specified above; Volume II One (1) paper copy, with contents as specified above. The electronic and paper proposals shall be submitted on separate Disks and binders, respectively. Submission of paper copies should be typewritten, and presented on Standard 8.5x11 inch paper, one-inch margins, single-spaced using 12-point font size and times New Roman font print. For electronic copies, the acceptable electronic formats for proposals include Word 98 or latest version, Excel 5.0 or latest version, or Adobe Acrobat 5.0 or latest version submitted via electronic format on a CD-ROM. All evaluation factors other than price, when combined, are approximately equal to price. The provision at 52.212-1 Instructions to Offerors Commercial items, applies to this acquisition and the provision at 52.212-2 Evaluation -- Commercial Items, with paragraph (a) completed as follows: (1) Past performance, (2) Price. Failure to meet the criteria specified herein will render the offer unacceptable, and the offer will not be considered for award. offerors shall submit a signed offer, which unequivocally takes no exception to this solicitation. Factor 1 Past Performance: Past Performance, evaluates how well the offeror have complied with the requirements of FAR 52.219-8 Utilization of Small Business Concerns; and how well the offeror consistently demonstrated a commitment to customer satisfaction and timely delivery of quality products and services in performing the type work comparable to this requirement, in terms of size, scope, and complexity; and a pattern of reasonable and cooperative behavior with the Government at all levels, commitment to customer satisfaction, quality of workmanship, record of recommending and/or implementing innovative approaches; safety performance record, and adherence to schedules. a. Provide a list of up to three (3) contracts similar in size and complexity of this solicitation, and completed or substantially completed (at least 75%) within the past 3 years; and provide the contract number, date of award, award amount, contract value at completion if different from award amount, a brief description of the work effort, problems encountered and corrective action taken, the name of the contracting agency, a contact telephone number and email address of a person at that agency who was directly involved in the project (i.e. Project Manager, Contracting Officer Technical Representative, or similar position). Offerors are required to demonstrate how the reference contracts relate to the Performance Work Statement. Contracts listed may include those entered into by the Federal Government, agencies of state, local governments, and commercial customers. Provide evidence of the cause of the problem and demonstrate that the problem has been resolved. If past problems are not fully addressed, the government will assume that they still exist. b. Offeror shall describe their methodology used on past contracts which ensured that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns have had the maximum practicable opportunity to participate in performing contracts let by any Federal agency. Offeror shall also describe their procedures used on Past contracts to ensure the timely payment of amounts due pursuant to the terms of their subcontracts with the above type contractors, in accordance with FAR 52.219-8 Utilization of Small Business Concerns. The Government reserves the right to contact any other sources of information that may have knowledge or information on an offerors relevant past performance history. Offers which lack relevant past performance history will receive a neutral rating for this factor. Any offerors proposal which has no relevant past performance history, while rated neutral, may not represent the most advantageous proposal to the Government and thus, may not be competitive when compared to proposals of other offerors. Total page limitation for this factor is eight (8) pages. Factor 2 Price:Provide a Lump Sum price for all labor, material, travel, and incidental expenses to complete the requirements of the Performance Work Statement. The price proposal will be evaluated to determine the reasonableness, and completeness of the offerors proposal. One or more of the following techniques will be used to ensure a fair and reasonable price: 1. Comparison of proposed prices received in response to the solicitation.2. Comparison of proposed prices with the independent Government estimate. A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal receiving a lower rating or being considered unacceptable. Offerors are encouraged to use Standard Form 1449, Solicitation/Contract/Order for Commercial Items to submit their proposal. If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and acknowledgment of all amendments, if applicable. Offers that fail to furnish required representations or information, or reject the terms and conditions of this solicitation may be excluded from consideration. The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. This provision provides a single, consolidated list of representations and certifications for the acquisition of commercial items and is attached to the solicitation for offerors to complete, and submit under factor 1. Total page limitation for this factor is one (1) page, which Does Not include the statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation, acknowledgment of all amendments, and submission of Offeror Representations and Certifications. In accordance with FAR 52.212-1(g), the Government intends to award without discussions. Also, a written notice of award, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
