Description
This procurement is advertised as a 100% HUB-ZONE SET-ASIDE. The U. S. Army Corps of Engineers, New Orleans District, has a requirement for multidisciplinary planning services contracts that include tasks related to civil works projects (ER 1105-2-100) involving flood control; hurricane protection; basin-wide hydrologic modeling; evaluation of water distribution and wastewater facilities; navigation infrastructure and economic analysis; environmental and ecosystem restoration; coastal wetlands; hazardous, toxic and radioactive waste (HTRW); socio-economic analyses; recreation; fish and wildlife evaluation and resource enhancement; water quality management and other water resources problems and needs. The Corps intends to award multiple Indefinite Delivery/Indefinite Quantity contracts with a period of performance of 3 years as a result of this solicitation. The contracts shall not exceed $4.5 million over the life of the contract. The award will be based on the best value to the Government, considering price and other factors. Proposals will be rated according to the following evaluation factors: A. TECHNICAL COMPETENCE of the firm and its subcontractors in the various engineering, economics, and environmental disciplines and knowledge/experience of the firm in flood control, hurricane protection, ecosystem restoration, water and wastewater treatment and multi-hazard digital mapping. B. PROFESSIONAL QUALIFICATIONS of key personnel considering education, licensing, registration, professional societies, and certificates. C. CAPACITY TO ACCOMPLISH THE WORK considering available experienced personnel in key disciplines. D. PAST PERFORMANCE ON DOD and other contracts in respect to: (1) cost control, (2) quality of work, and (3) compliance with contract schedules. The offeror should have experience with data needs/inventory assessment and analysis; Brownfield redevelopment; water resources data management; public involvement; multi-media environmental and occupational safety and health compliance audits/assessments; preparation of complete or partial Environmental Impact Statements (EISs), Environmental Assessments (EAs), Environmental inventories and related special studies documentation; Geographic Information (GIS) and Remote Sensing (RS) capabilities; hazardous waste inventories and recovery plans; cultural resources investigations; air emission inventories, permit applications, and conformity analyses; storm water pollution prevention planning; pollution prevention opportunity assessments, baseline environmental/human health risk assessments; Aquatic and ecosystem restoration studies and plans, endangered species compliance; Wetland studies and reports and other scientific and technological investigations to accomplish the mission and complete environmental assignments. Work shall involve multi-disciplinary environmental investigations and other studies for any of a variety of Federal military and civil work entities.
